It is a convenience for the residents. <br />Question: How will city staff know lifetime license owners are up to date on their <br />animal's rabies vaccination? <br />Answer: The City will send out reminder letters to lifetime license pet owners <br />toward the end of the two year rabies vaccination. The owners will be asked to <br />mail in a copy of the vaccination record. <br />Question: How many residents will take advantage of the lifetime license? <br />Answer: It is unknown. Currently, an average of 463 animals are registered each <br />year. <br />Question: How many other cities in Minnesota offer lifetime licenses? <br />Answer: An internet search found only St. Paul and Minneapolis. <br />Question: Have St. Paul and Minneapolis been successful with the lifetime <br />license? <br />Answer: A St. Paul official felt lifetime licenses are very successful as lifetime <br />license owners are responsive in returning their vaccination records. <br />Question: What is the recommended charge for a lifetime license in Roseville? <br />Answer: $75 per sterilized animal and $150 per non-sterilized animal (See "Pet <br />License Analysis" attached to RCA. <br />Question: How did you arrive at the $75 figure? <br />Answer: Roseville Finance Director Chris Miller estimated the cost based on an <br />average pet life of 8 years and used current staff time associated with animal <br />licenses and calls for service to the police department. This formula produced a <br />lifetime pet license projected cost at $77.05. See "Pet License Analysis" attached <br />to the RCA. A charge of $75 per lifetime animal license would recoup the costs <br />associated with pet licenses and pet related calls in Roseville and not spread the <br />costs to non-pet owner citizens of Roseville. <br />Question: Why charge double for the cost of a non-sterilized license: <br />Answer: This encourages owners to have their pet spayed or neutered and <br />decreases the likelihood their pet will increase the unwanted pet population. <br />Sterilized pets can reduce the amount of pet related calls for service to the police <br />department. <br />
