City Council Study Session <br />1/22/07 DRAFTMinutes Pg 14 �21 <br />� Mayor Klausing questioned the unintended message being sent to <br />� incumbents that their service to-date and expertise learned was not <br />� considered above and beyond new candidates for vacancies; and his desire to <br />4 treat incumbents with the respect they'd earned in their positions to-date. <br />� <br />�� <br />� <br />� <br />� <br />�� <br />�1 <br />1 �� <br />1� <br />1� <br />Councilmember Pust provided her interpretation of existing policy language, <br />specifically Section 2.a — c, indicating a two tiered process; with <br />reappointment of incumbents to their positions, followed by appointment of <br />candidates to remaining vacancies. <br />Councilmember Kough spoke in support of Councilmember Ihlan's process, <br />with all candidates considered equally — whether new applicants or <br />incumbents. <br />1� CouncilmemberRoe sought clarification from staff as to the application <br />1� process just completed as of January 16,2007, and which seats on which <br />1� commissions were being advertised. <br />�� <br />�{� Finance Director Miller advised that staff had intentionally not specified <br />�� which process the City Council intended to follow. <br />�� <br />�� Discussion included resolution language and standard procedure; individual <br />�� Councilmemberreferences and interpretations of policy language; length of <br />�� terms; seeking additional citizen interest in serving in the community; <br />�� whether there was a need to change language of the resolution to meet <br />�� Council consensus; criteria for a��ointment/rea��oin�nen�; continuity and <br />�� r learning curves to best serve commissions and the City's interests; and need <br />�� to avoid political appointments. <br />�� <br />3� <br />�1 <br />�� <br />�� <br />City Attorney Anderson concurred with Councilmember Pust's <br />interpretation of existing policy (resolution) language regarding a two tiered <br />appointment process. <br />�� Further discussion included term limits; and problems in getting people <br />3� interested in serving, continuing to serve, avoiding turnover; and differences <br />:�� in the Mayor's appointment to the �-�RA, as a Statutory Commission. <br />�� <br />�� Councilmember Ihlan expressed interest in language revisions that would <br />3� allow all the diverse positions heard from Councilmembers to be <br />
