City Council Study Session
1/22/07 DRAFT Minutes Pg 1S of 21
incorporated; however, expressed her continued opposition to automatic
 reappointments.

Mayor Klausing interpreted current language to allow an option of not
automatically appointing an incumbent, at the request of two
Councilmembers requesting interviews; and if not included in current
language, expressed his willingness to have those changes incorporated into
 a revised policy.

1]
1
Z

1
1
18
1

1
z

Councilmember Ihlan reiterated her position to consider appointments and
reappointments at the same time, in case there was a surge of new people
interested in serving.
Further discussion included perceptions of applicants and incumbents and
the process to follow. Additional language revisions were discussed with no
obvious consensus.
Councilmember Roe opined that candidates for an appointment were aware
that they may not be appointed, based on the number of vacancies and
number of applicants; however, he spoke in support of continuing with the
two tier process as current language indicates and as the current policy is
designed to work. Councilmember Roe observed that the current policy was
moved by Councilmembers Kough and Ihlan, unanimously approved at the
time of adoption; and encouraged that the Council should tey to make the
existing policy work by following the current language as intended.
Mayor Klausing suggested Councilmembers further deliberate between
tonight's meeting and the next meeting; and sought Council comment and
 preference.
;
1

Councilmember Ihlan opined that she would approach a decision, unless the
current policy blocked her from doing so.
Councilmember Pust opined that, unless the policy were changed, she
would follow the language for a two tier process, voting on incumbents first,
then new candidates for remaining vacancies.
Councilmember Roe opined that he would support the two tier process as
{ indicated by current language, and would consider reappointment of
[ incumbents and new candidates for remaining vacancies as indicated.
