r� <br />;� <br />� <br />� <br />� <br />r� <br />� <br />�3 <br />� �� <br />1] <br />�� <br />1� <br />1� <br />�.� <br />1� <br />i� <br />�� <br />�� <br />2� <br />�1 <br />City Council Study Session <br />1/22/07 DR.AFT Minutes Pg 16 � 21 <br />Councilmember Roe opined that he was impressed with the process used by <br />Councilmembers in their ranking of City Manager candidates, and suggested <br />that rather than using the ranking process that seemed to create pitfalls and <br />animosity, the Council consider that same process, with each <br />Councilmember choosing their top four candidates without rank as a starting <br />point for discussion at the next meeting, with the objective for seeking <br />consensus without extensive public debate. <br />Mayor Klausing concurredwith CouncilmemberRoe's suggestion. <br />Councilmember Ihlan spoke in support of the Ethics Commission <br />appointments as a model. <br />Mayor Klausing opined that, if you held a minority viewpoint on a specific <br />candidate, no matter what system was used, you may not see your preferred <br />candidate appointed; and spoke in support of Councilmember Roe's <br />suggestion to allow at a minimum a 3/� vote by nature of democracy. <br />Councilmember Ihlan spoke against a ranking system; and reluctantly <br />expressed her willingness to consider CouncilmemberRoe's suggestion. <br />�� Mayor Klausing clarified that each individual Councilmember would submit <br />�� their top four (4) candidates for the Planning Commission vacancies, without <br />�� any ranking, with Council consensus concurring and by further consensus <br />�� agreeing to submit anonymous ballots at the January 29,2007 meeting for <br />�� further consideration if required, after staff collated votes via a flip chart <br />�`� similar to the City Manager selection process. <br />�� <br />�� <br />�� <br />�1 <br />3� <br />�� <br />�� <br />�,� <br />�� <br />�� <br />�� <br />�� <br />�� t� <br />Councilmember Pust further clarified that incumbent offices, currently held <br />by Commissioners Doherty and Boerigter, be voted separately, as indicated <br />in current policy. <br />Councilmember Roe noted that the City Council had time between their next <br />meeting and the expiration of current terms to ;malce any policy changes <br />prior to appointments to other Commissions. <br />11. Recess <br />Mayor Klausing recessed the meeting at approximately 9:43 p.m. and <br />reconvened at 9:45 p.m. <br />
