Consider Setting Special Council Meeting to Discuss Goals and <br />Strategies <br />City Manager Bill Nlalinen outlined his recommendatio�s for a Special <br />Council meeting for goal setting and his recommended approach: 1) Council <br />Norms and/ar Council Rules of Procedure be reviewed and adopted prior to <br />the meeting; 2) review of the Imagine 2025 community visioning process <br />and final report; 3) a Council Goal setting, strategic planning and priority <br />determination discussion. Mr. �alinen suggested this method would a11ow <br />the Council's goals to be consistent and aligned with the community's <br />visioning process; and sought Council direction and a possible time frame. <br />i� Councilmember Ihlan expressed her preference for weeknight meetings, <br />t 5 limiting the length of the meetings to allow more productivity; and time <br />�� between meetings to allow reflection and processing. <br />�� <br />1� Mayor Klausing expressed his preference for Saturday meetings to avoid <br />19 weeknight family schedule conflicts, and in an effort to allow for more <br />2� productivity during a daytime meeting, rather than following a work day. <br />�1 <br />�2 <br />�� <br />�� <br />�� <br />��} <br />�� <br />�� <br />�� <br />Councilmember Pust, with the caveat that a discussion regarding norms was <br />held and resolved before them, expressed her willingness to attend either <br />evening or Saturday meetings, suggesting a compromise of one evening <br />meeting and one Saturday meeting. <br />Councilmember Kough was flexible with his schedule, with the exception of <br />Saturdays in March when he would not be available. <br />�� Councilmember Roe was flexible with his schedule for several evenings or a <br />� 1 Saturday; and encouraged that goals be established well within the first <br />�2 quarter of the year. <br />�� <br />�� Mayor Klausing encouraged adoption of goals more immediately to allow <br />�� staff to develop their work plans. <br />�� <br />:�� Discussion included preferred time of day; number of ineetings; status of the <br />�� visioning report and the need to review and digest that report prior to setting <br />�� goals; status of Ann Carroll's contract and cost for her facilitating a special <br />
