i �.� BACKGROUND: <br />'_ �'�, I On January 9,2006, the City Council approved the REZONING of the former Franks site <br />_ to Retail Business District (B-2). The conceptual site plan submitted during this process <br />i included remodeling the former 18,480 sq. ft. structure; constructing an 8,000 st�. ft. <br />� eastern addition; and the development of a bank on the northern portion of the parcel. <br />- •�,� Recently, permits have been issued for the remodeling of the former building into a <br />k Golfsmith Golf and Tennis and the site is undergoing the installation of storm water <br />�� management devices and other site preparation improvement for future projects. One <br />� i, such project is the 7,800 sq. ft. M& I Bank which is anticipated to begin construction <br />i Spring 2007. <br />1_� `�.� Recently the City Planner met with representatives of Kimco Realty and RY,K Inc. to <br />��= review a proposal to reduce the size of the eastern building addition and to construct a <br />i`� stand-alone Starbucks Coffee between the existing Franks building and �'airview Avenue. <br />i�� �.� The City Planner's initial review concluded that the specific use (ca�`� under the City <br />i; Code) was a permitted use and that a drive-t%ru would require a CONDITIONAL USE <br />� k PERMIT. Further, it was concluded that the proposed site layout met all applicable <br />��r setback requirements, however the City Planner indicated a need to revisit the previous <br />= � � traffic study to determine whether additional madi�cations/changes were necessary. <br />�:� PROPOSAL RCVIEW: <br />�: � E� The specific proposal seeks to construct a single story, 2,018 sq. ft cafe/eoffee shop <br />�� between the existing building and the property line adjacent to �'a��vze� Avenue. Access <br />�� to the site would come from the existing site access off of Fairvievv Avenue (directly <br />_�c� south) and the relocated access off the frontage road currently under construction. <br />,- <br />�� ti =�,� The proposal indicates a reconfigured parking lot on both sides of the former Frank's <br />:� �r building, as well as parl�ing provided adjacent to the Starbucks building. The proposal <br />;; � includes a landscape plan and detached trash enclosure located near the southwest corner <br />� i of the site. <br />�.. <br />Y �. r The revised development proposal will require an amended drainage p�anlpennit from the <br />�.= Rice Creek Watershed as well an approval from the Roseville City Engineer. Please note <br />�} that the proposed site modification will require few changes to previously approved plans. <br />:,, <br />=r � �.�, <br />;� <br />;{; <br />.�,:. <br />ai <br />�� <br />�a <br />The proposed elevations for the new structure are consistent with � 1010 (Design <br />Standards) of the City Code and include a mixture of brick, rock-faced masonry block <br />and EIFS; aluminum door and window frames; metal flashing; and a flat roof. <br />PF07-009_RCA_022b07 Page 2 of 6 <br />
