Specifically, the DRC seeks to move the trash enclosure closer to the Starbucks structure —preferably within an expanded island south of the drive-thru lane at the rear of the building. REVIEW of CONDITIONAL USE PERMIT: Section 1013.01 requires the City to consider the following criteria when reviewing a Conditional Use Permit: a. Impact on traffic b. Impacts on parks, streets and other public facilities c. Compatibility of the site plan, internal circulation, landscaping and structure with contiguous properties d. Impact of the use on market value of contiguous properties e. Impact on the general public health, safety and welfare f. Compatibility with the City's Comprehensive Plan Permitted Uses. Section 1005.015 refers to a cafticoffee shop and a Restaurant Class �r — Fast Food Convenience and permits a cafticoffee shop, but requires an approved CONDITIONAL USE PREMIT for a drive-thru. :, r. �; ,3 Traffic. The DRC has concluded that the revised site layout and the single-lane drive- ;- thru will not significantly increase traffic on �airview Avenue, the frontage road or a� Herschel Street. Further, internal traffic will move efficiently throughout the site once all ?{� traffic related improvements are completed. The findings of the revised traffic study �G� � completed by SEH suggest an increase in traffic volume from 2,888 ADT to 3,911 ADT. .� �� However, this increase in traffic (specifically during the PM Peal{ Hour) is relatively ��` small and does not change the original findings.
