5,� STAFF COMMENTS: <br />? �, l The Development Review Committee (DRC) met in January to review the proposed site <br />. modification and concurred that the proposed changes and additional use would create <br />�� little or no additional impact to the site or surrounding roadway. <br />r� �,�� <br />#� <br />�, <br />i �} <br />�i <br />i� <br />The DRC did, however have a few comments regarding the site plan. Specifically, the <br />DRC seeks to move the trash enclosure closer to the Starbucks structure —preferably <br />within an expanded island south of the drive-thru lane at the rear of the building. The <br />trash enclosure must be constructed of brick/block that matches the structure; the <br />enclosure will be required to have board-on-board gates; and the structure must have a <br />roof. <br />�� �. a The DRC also desires to work with the nwtxer/de�elo�er on a revised landscape plan that <br />I: incorporates trees, shrubs and perennials throughout the site that are similar to those <br />� } previously supported. <br />i �: <br />ir <br />i� <br />I ') <br />, �, <br />�_� <br />�_� <br />_ . �i . L <br />i:` <br />�y : <br />��i <br />��,} <br />�r� <br />�' <br />�, � <br />± L� <br />},, <br />;i <br />a, �a.� <br />.�a <br />?. � <br />;� <br />A separate submittal consistent with �� 009 (Sign Regulations) of the City Code can be <br />submittedto staff at a later date for all on-site signs. <br />REVIEW of CONDITIONAL USE PERMIT: <br />Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />Permitted Uses. Section 1005.015 refers to a cafticoffee shop and a Restaurant Class �r <br />— Fast Food Convenience and permits a cafticoffee shop, but requires an approved <br />CONDITIONAL USE PREMIT for a drive-thru. <br />:, r. �; ,3 Traffic. The DRC has concluded that the revised site layout and the single-lane drive- <br />;- thru will not significantly increase traffic on �airview Avenue, the frontage road or <br />a� Herschel Street. Further, internal traffic will move efficiently throughout the site once all <br />?{� traffic related improvements are completed. The findings of the revised traffic study <br />�G� � completed by SEH suggest an increase in traffic volume from 2,888 ADT to 3,911 ADT. <br />.� �� However, this increase in traffic (specifically during the PM Peal{ Hour) is relatively <br />��` small and does not change the original findings.
