The proposed use and its single-lane drive-thru is an appropriate use for <br />the site and is compatible with surrounding uses. <br />Health, Safety, General Welfare. There appears to be no impact on general health, <br />safety, and public welfare. <br />ComprehensivePlan. The proposed additional site use, ca�'e/eaffee shop, is compatible <br />with the Comprehensive Plan designation as a business use. <br />STAFF FINDINGS: <br />Section 1013.01 outlines the process and standards for issuance of a conditional use <br />permit. The use of the property as proposed is consistent with the City of Roseville's <br />Comprehensive Plan and Title 10 of the City Code (Zoning), including the City's <br />design standards. <br />{,S Further, the findings of the revised traffic study completed by SEH suggest an increase in <br />traffic volume from 2,888 ADT to 3,911 ADT based on the revised site plan and <br />anticipated size of uses. The PM peak hour volume also increased from a previous level <br />of 115 vehicles to 382 vehicles; this increase is relatively small, however, and does not <br />change the findings of the original study. These findings required specific modifications <br />to the access to the site form the frontage road and certain modificationsto the frontage <br />road at the intersection with �'airview Avenue. The revised study also concluded that the <br />existing design of the parking lot areas and drive lanes would create difficulties for semi- <br />trailer trucks. SEH has suggested modifications to the site plan for accommodating.large <br />trucks, which includes increasing curve radii and realignment of certain drive lanes. <br />P�'07-Ofl9_RCA_022607 Page 4 of G <br />
