i . Compatibility. The proposed use and its single-lane drive-fluu. is an appropriate use for
the site and is compatible with surrounding uses.
. i.5 Health, Safety, General Welfare. There appears to be no impact on general health,
4 safety, and public welfare.
' a.a
K

I
  ,.
i .
:
i i
i .'.
 a
I'F —
i
I
,
, i
 ;
z?
,,
'7 Fy
y,._

il1

ComprehensivePlan. The proposed additional site use, cafe/cnffee shop, is compatible
with the Comprehensive Plan designation as a business use.
STAFF FINDINGS:
Section 1013.01 outlines the process and standards for issuance of a conditional use
permit. In reviewing this request, staff has made the following findings:

h,
c_
cl,
..
The use of the property as proposed will have a minimal impact on traffic in the
area.
The use of the property as proposed will not have an impact on parks, streets and
other public facilities.
The use of the property as proposed will be compatible with contiguous
properties.
The use of the property as proposed will not have an adverse impact on the market
value of contiguous properties.
The use of the property as proposed will not have an adverse impact on the
general public health, safety and welfare.
f. The use of the property as proposed is consistent with the City of Roseville's
Comprehensive Plan and Title 10 of the City Code (Zoning), including the City's
design standards.
:L . Further, the findings of the revised traffic study completed by SEH suggest an increase in
: traffic volume from 2,888 ADT to 3,911 ADT based on the revised site plan and
anticipated size of uses. The PM peal{ hour volume also increased from a previous level
.n of 115 vehicles to 382 vehicles; this increase is relatively small, however, and does not
;' change the findings of the original study. These findings required specific modifications
= to the access to the site form the frontage road and certain modifications to the frontage
road at the intersection with Fairview Avenue. The revised study also concluded that the
r' existing design of the parling lot areas and drive lanes would create difficulties for semi-
- trailer trucks. SEH has suggested modifications to the site plan for accommodating large
i trucks, which includes increasing curve radii and realignment of certain drive lanes.
;
I'F47-009_RCA_031207.doc Page 4 of 7
