7.0 STAFF RECOMMENDATION: <br />��_ ] Based on the findings outlined in Section 6 of this report, staff recommends approval of <br />� the request for a CONDITIONAL USE PERMIT to allow development of a 2,000 sq. �. <br />�� Starbucks Coffee with a single-lane d�'ive-�1�'u, subj ect to the following conditions (as <br />�� revised by the Planning Commission): <br />-� <br />' A. The Starbucks site shall be developed in accordance with the plans dated Ol/08/07 <br />-'� andlor as required by the Roseville Planning staff to appropriately accommodate <br />.. �� large delivery trucks and facilitate on-site vehicle movements (per traffic study <br />� <br />recommendations). <br />�i <br />��' B. The trash enclosure must meet all requirements of § 101 �(Design Standards), <br />srieci�callv constructed of similar material to that of the structure and must <br />include a roof. <br />D. The applicant must submit a revised g�adingldrainage plan to the Roseville City <br />Engineer for review and approval. Also this Plan must receive proper approval <br />from the Rice Creek Watershed. <br />E. The applicant must submit a landscape plan consistent with the Roseville Ciiv <br />Code, specifically including a m�ture of trees, shrubs and perennials similar to <br />those previously supported on other areas of the site. <br />F. The applicant must submit a revised overall site plan to the City Planner for <br />review and approval that addresses large delivery truck conflicts as noted in the <br />SEH traffic study. <br />i L <br />:��� G. The conditional use permit shall expire within six months of the date of City <br />�� Council approval if a building permit is not obtained far the approved <br />���, development (Section 1013.03 of the City Code). <br />�� <br />::ti �_0 PLANNING COMMISSION ACTION: <br />_� $. 3 On February 7, 2007, the Roseville Plannin� Commission held the public hearing <br />��t� regarding the KimcalStarb�c�s proposal. t�k the meeting no citizer�s addressed the <br />� i Commission.
