_ S_y The Planning Commission did have a few questions of staf£ Member Basrzgter asked <br />. about the trash enclosure and the City Planners desire to locate closer to the proposed <br />. structure, and a couple of inembers asked questions pertaining to traffic and parking. <br />. �. � The Planning Commission voted (6-0) to recommend approval of the requested <br />- CONDITIONAL USE PERMIT, subject to revised conditions. Specifically, eliminating <br />�. the condition requiring the trash enclosure next to the building, instead opting for a <br />�� condition that allowed the trash enclosure as proposed by the applicant — in the southwest <br />: �� comer of the site with coniferous landscaping, and a condition that required an <br />� easement/agreement to be in place (recorded against both the Kimco property and the <br />t= Sports Authority property) pertaining to semi-truck access. <br />-�� REQUESTED INFORMATION: <br />-. 8.� Since the February 26,2007 City Council continuation of this item, the Planning Staff <br />� r� has reviewed the Council's request for additional information (including the <br />- - - - ��������......�.r��,.��_�.����.� <br />�� landscape methods to screen headli�hts: traffic counts on frontage road: traffic for <br />��� nro�osed drive-thru bank: sense ofcurrent trafficcounts for the daycare center: <br />_. current and �rojected traffic on Fairview Avenue and County Road C: darive-tharu �eak <br />���- �ourvolume increase �rojected: and using u�dated traffic counts from u�dated <br />t: <br />�::. ��T� and has been working with Starbucks and RLK (consultant) on addressing <br />��� the requested items. <br />�r� �.� The City Planner is unclear on the question regarding capacity, idling, and staking— <br />�- however, depending on the final design of the site for the Starbucks, specifically the <br />^_�: drive-thru lane, stacking capacity could range from 5 to 9 vehicles before.t�ey would <br />�� potentially effect internal circulation. <br />;, � <br />_� i $.� <br />5 _? <br />_ �y <br />�:• <br />3� <br />The existing Starbucks drive-thru has an observed weekday AM peak volume of 105 <br />vehicles entering and 127 vehicles exiting the premises, with an average wait time of 3:37 <br />minute. The observed weekday PM peal{ hour has 48 vehicles entering and 77 exiting the <br />premises, with an average wait time of 2:12 minutes. <br />��� $. r Car�cernxng screening of headlights, the City Code would require that this site screen <br />. vehicle headlights utilizing berming, landscaping and fencing or a mixture thereo£ The <br />.a � City Planner is well aware of potential impacts that vehicle headlights can impose of <br />.r�� adjacent residences and has been in discussions with Kimco Realty's consultant on a plan <br />.�.t� that addressed this item.
