�-�k <br />: - �: # <br />; <br />� <br />� <br />� <br />=� �.? <br />_ }i <br />� <br />i� <br />r� <br />�� <br />BACKGROUND: <br />On January 9,2006, the City Council approved the REZONING of the former Franks site <br />to Retail Business District (B-2). The conceptual site plan submitted during this process <br />included remodeling the former 18,480 sq. ft. structure; constructing an 8,000 sq. ft. <br />eastern addition; and the development of a bank on the northern portion of the parcel. <br />Recently, permits have been issued for the remodeling of the former building into a <br />Golfsmith Golf and Tennis and the site is undergoing the installation of storm water <br />management devices and other site preparation improvement for future projects. One <br />such project is the 7,800 sq. ft. M& I Banl�, which is anticipatedto begin construction <br />spring 2007. <br />T3�:.� Recently the City Planner met with representatives of Kimco Realty and RLK Inc. to <br />+� review a proposal to reduce the size of the eastern building addition and to construct a <br />I 5 stand-alone Starbucks Coffee between the existing Franks building and T'airview Avenue. <br />I f� �.� The City Planner's initial review concluded that the specific use (cafe under the City <br />I- Code) was a permitted use and that a drive-thru window would require a CONDITIONAL <br />I�s USE PERMIT. Further, it was concluded that the proposed site layout met all applicable <br />� r� setback requirements, however the City Planner indicated a need to revisit the previous <br />:�� � traffic study to determine whether additional �nodi�caiions/changes were necessary. <br />f� <br />}} PROPOSAL REVIEW. <br />�� �. � The specific proposal seeks to construct a single story, 2,018 sq. ft ca�e/coffee shop <br />'��i between the existing building and the property line adjacent to Fairview Avenue. Access <br />�� y to the site would come from the existing site access off of Fairview Avenue (directly <br />,�: south) and the relocated access off the frontage road currently under construction. <br />�- <br />?� �1.� The proposal indicates a reconfigured parking lot on both sides of the former Frank's <br />=�i building, as well as parking provided adjacent to the Starbucks building. The proposal <br />��, includes a landscape plan and detached trash enclosure located near the southwest comer <br />:� �� of the site. <br />;a;. <br />_. �, � The revised development proposal will require an amended drainage planlpezax�it from the <br />_- Rice Creek Watershed as well an approval from the Roseville City Engineer. Please note <br />�} that the proposed site modification will require few changes to previously approved plans. <br />3�:� <br />�, �.� <br />�� <br />:, ; <br />• I �. <br />•I I <br />�� <br />�3 <br />The proposed elevations for the new structure are consistent with $1010 (Design <br />Standards) of the City Code and include a mixture of brick, rock-faced masonry block <br />and EIFS; aluminum door and window frames; metal flashing; and a flat roof. <br />P�07-ODR_RCA_a326d7 Page 4 of 9 <br />
