Specifically, the <br />DRC seeks to move the trash enclosure closer to the Starbucks structure — preferably <br />within an expanded island south of the drive-thru lane at the rear of the building. The <br />trash enclosure must be constructed of briek/61ock that matches the structure; the <br />enclosure will be required to have board-on-board gates; and the structure must have a <br />roof. <br />�, � The DRC also desires to work with the ownerldeveloper on a revised landscape plan that <br />incorporates trees, shrubs and perennials throughout the site that are similar to those <br />previously supported. <br />�_� A separate submittal consistent with § 1009 (Sign Regulations) of the City Code can be <br />submitted to staff at a later date for all on-site signs. <br />6.� REVIEW of CONDITIONAL USE PERMIT: <br />31 �a.l <br />i� <br />�1 <br />�-i <br />�� ti <br />•tf} <br />�- <br />=� <br />;�� <br />,� <br />Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibilitywith the City's Comprehensive Plan <br />�;} fi.} Permitted Uses. The City Planner has reviewed the proposed improvement (a drive thru) <br />5_� to the proposed �tarbucics Coffee {ca�e) and concluded the proposal meets the above <br />�, criteria. Specifically, $1005.015 states a cafe/coffee shop is a Restaurant Class �Y — Fast <br />3� Food Convenience and a permitted use in the B-2 Zone. Further the City Code requires <br />��� an approved CONDITIONAL USE PREMIT for a drive-fihru window. <br />�, � Traffic Lmpaet: The Pla�zn� Division has concluded that �hc revised site layout <br />(01122107) and the single-lane drive-thru window will not significantly increase traffic on <br />�airview Avenue, County Road B, the frontage road or Herschel Street (a conclusion <br />reached from two traffic studies completed by SEH Consultants). The findings of the <br />revised traffic study completed by SEH suggest an increase in traffic volume from 2,888 <br />ADT to 3,911 ADT. However, this increase in traffic (specifically during the PM Peak <br />�-�our) is relatively small and does not change the original findings.
