The original Franks site did not connect to <br />- the former Labe11's site due to a falling out with the property owner. This connection has <br />� been approved between Kimco Realty and Sports Authority (present owner of former <br />�� Labell's site). <br />; i, <br />�� � {ti.•� Public Facilities Impact: The proposed drive�tl�ru window will not impact the City park <br />3= system and will not impact the City sanitary sewer, water, or storm water systems. The <br />1: proposed site development (bank wldrive thru, general retail and ca�'e w/drive thru) will <br />i.G increase the number of vehicles that have traditionallyaccessed the former Franks <br />i� Nursery & Crafts site. With proper improvements (to be constructed 2007) the level of <br />i f, service at the intersection of T'airvie�v Avenue and Gluek Lane (frontag� road) will not be <br />�' compromised, or will capacity of adjacent public streets. <br />�; <br />i�� �5. � Compatibility of Site: A drive-thru window within the B-2 zoning district is a <br />?�; compatible use and in the case of the subject site, the proposed Starbucks single-lane <br />'_ I c�rive-thn.� window is compatible with the current and anticipated improvements. Further, <br />?� Staff and the applicant have worked on a site design that addresses internal vehicle <br />-�? circulation and is sensitive to the residential property across Fairview Avenue by <br />� i including landscaping along the west property line to screen vehicle headlights. Er Market Value Impact: The City Planner has concluded that a drive-thru window at the <br />�c� proposed Starbucks will neither pose a negative impact on the inar�Cet value of any <br />; i adjacent property nor to the residential properties that lie across Fairview Avenue. <br />„ <br />a_ <br />�� ��_- Wealth, Safety, General Welfare Impact: The City Planner is unaware of any health <br />t� impacts particular to this proposed drive-through. <br />�� <br />;�� A letter from some of the residents in the general area asserted that there may be some <br />�- health impacts associated with exhaust emissions in this drive-thru lane. Although there <br />�� is research of varying results on the emissions impacts of drive-thm facilitics in general, <br />� ra the City Council has not tal{en a policy position on such emissions or any potential <br />�� � impacts. A finding that this particular c�rive-fihru facility has such impacts, therefore, <br />�� would be inconsistent with past considerations of Conditional Use Permits for such uses. <br />�� Furthermore, the emissions associated with the proposed drive-thru window appear to be <br />-_ substantially less than those of existing transportation infrastructure, which is located in <br />. closer proximity to residential properties (see 11.J).
