4.0 REVIEW of REQUEST: <br />4.1 Kimco Realty Corporation seeks approval of a REZONING of 1800 Highway 36 to allow <br />redevelopment into a retail building and a free standing bank. The subject parcel has a <br />Comprehensive Land Use Map designation of B(Business) and an existing zoning of B-1 <br />(Limited Business District). <br />4.2 The REZONING request (from $-1 to B-2) will allow Kimco to redevelop the 4.2 acre <br />parcel consisting of the former 18,480 sq. ft. Franks Nursery & Crafts structure and 8,000 <br />sq. ft. addition into a minimum of two new retail uses and a freestanding 7,085 sq. ft. <br />bank with drive-thru. These redevelopment proposals in a B-2 zone are permitted uses <br />and do not require site plan approval from the Planning Commission or City Council. The <br />submitted plans must be consistent with Sections l�� �(Business Districts) and 1010 <br />(Design Standards) of the Roseville City Code. <br />4.3 The subj ect parcel is located directly north of Children's World Day Care which lies <br />along Fairview Avenue and the offices of Industrial Fabric Association and Coldwell <br />Banker Burnet which lie along County Road B. Directly to the east are retailers Circuit <br />City and Sports Authority. Directly to the west (across Fairview Avenue) are single <br />family homes. To the north (across the frontage road and Highway 36) is Rosedale <br />Regional Shopping Center. <br />5.0 HISTORY: <br />5.1 The former Frank's site was a part of the original property purchased by Allied <br />Stores back in 1952 for construction of a regional shopping center. The land <br />purchased at that time included not only the land where present day Rosedale is <br />located, but also the then undeveloped land north and west of the then single family <br />homes on Midlothian and Haddington Roads (between County Road B and <br />Highway 36). It should also be noted the this massive land area was zoned Shopping <br />Center which unti12001 relied on the B-2, Retail Business District (B-2) for all <br />allowable uses and certain dimensional requirements. <br />5.2 When Dayton Hudson Corporation agreed to develop RosedaIe with Allied Stores <br />(early 1960's), the deal struck between the two companies was to share equally in <br />the ownership of the property south of Highway 36 (approximately 45 acres). The <br />method of division was left to Dayton Hudson and Allied who then chose which half <br />they wanted. The line eventually drawn was a north/south line on the center of a <br />public right-of-way (known later as Herschel Avenue), for which Allied took the <br />westerly half and Dayton-Hudson the east. Dayton-Hudson sold their interest in <br />their share rather quickly, which land was developed into the Rosewood Village <br />Apartments and the three buildings known as Rosedale Towers and a mulit-tenant <br />complex at 1711 County Road B. <br />PF3680_RCA_010906.doc Page 2 of 9 <br />
