LEISURE <br />VISION <br />Roseville shall be a community with leisure activities demonstrating a uniqueness that reflects its <br />diversity, creativity, talent, professionalism and especially the values of a proud community. We believe <br />that the development of activities and programs must accommodate a variety of interests, stimulate <br />creativity and learning, allow for nature appreciation and meet aesthetic, cultural, social, and athletic <br />needs of all in the community. <br />All leisure activities and facilities will be accessible for all persons, and will provide opportunities for <br />participation by all age groups from early childhood to senior adults, and for families as well as for <br />individuals. All leisure activities and facilities will be affordable, and no resident will be precluded from <br />participation because of financial constraints. <br />Aesthetics and beauty are essential requirements and will be a common quality throughout all facilities <br />and leisure areas. This will be especially important for a city that has a high level of commercial <br />development and is crisscrossed by arterial highways. <br />Formalized interagency cooperation between all levels of volunteer agencies, County, State, School <br />Districts and City government will be essential to maximize the mutual benefits to the community and the <br />agencies. <br />This vision can become a reality by developing a comprehensive master plan for financing and <br />implementing the maintenance of existing facilities, acquiring property, developing new parks and <br />trails/pathways, constructing new facilities, and creating new programs based on priorities established by <br />representative commissions. <br />GOALS <br />Parks - <br />To maintain and expand the public spaces that offer leisure facilities and activities. <br />o Upgrade existing athletic fields through such techniques as irrigation, lighting for select <br />fields (softball, football, and soccer) and the lengthening of ball field fences to regulation <br />size. Well underway, <br />■ Irrigated 16 various field types <br />• Lit three softball, one soccer/football <br />• Reconstructed/reconfigured 18 various type fields to better meet the needs. <br />• Reconstructed/reconfigured 2 softball fields into two lit multi purpose soccer, <br />football lacrosse fields <br />• Reconstruct three fields at the Victoria softball complex <br />Build new athletic fields, thus allowing existing fields to be set aside for renovation and <br />rest. Limited open space in Roseville. Have reconstructed/reconfigured several park areas <br />to allow better use of space and additional multi use playing areas. <br />■ Adopted master plan for C.P.
