o Increase police visibility throughout the community to establish closer relationships with <br />neighborhoods and to discourage offenders from attempting to commit crime in Roseville. <br />o Work with surrounding communities to follow suit in employing similar crime prevention <br />strategies to those used in Roseville. <br />Emergency Preparedness <br />Expand the capabilities of the community to respond to civil and natural emergencies. <br />o Continue work on anticipating and preparing for potential civil and natural emergencies. <br />o Establish a method for giving warning notification to every household and business inside <br />as well as outside. <br />Fire Safety <br />Reduce the probability a fire will occur in or on a Roseville property, and to increase the <br />capabilities of the community to respond to a fire emergency. <br />o Respond to a fire emergency within four minutes after the request is received by the <br />primary answering center. Significantly increased staffing program. Average response <br />time for the first responding Engine when the station is staffed is 5.5 minutes, meeting the <br />goal of Vista 2000. When we are not staffed, the response times for the first arriving <br />Engine is 8-9 minutes. The NFPA standard for the complete first alarm assignment (2 <br />engines, 1 ladder) for a critical call is 8 minutes. On average, our response for the first <br />alarm is 10 minutes. <br />o Require hard-wired smoke detectors with battery backups in all Roseville buildings. <br />o Require or create incentives for installing sprinkler systems in commercial, individual, and <br />multifamily buildings. <br />o Increase public education of fire safety practices. <br />■ The fire department has implemented several new programs to increase public <br />awareness, including collaborating with the Roseville Parks & Recreation with the <br />"Discover the Parks" program, Fire Truck Rides In The Parks, Free Pizza for <br />Working Smoke Detectors program and a collaboration with the Roseville Police <br />Department on a Senior Safety Camp. <br />o Relocate the Fire House on Fairview to a less congested, nearby location. <br />• Tri-Data Corporation was commissioned to complete a fire station location study in <br />2002. The study recommends the fire department operating out of two fire stations <br />instead of three. The recommendations were incorporated into the fire <br />department's strategic plan. No action has been taken on this matter by Council. <br />o Install a computer data base to transmit information from 911 calls as to how many <br />persons, handicapped, pets, etc., are in a given home. <br />■ The fire department has money budgeted in 2003 to make the first purchase of <br />mobile data computers. This will outfit three fire engines and three administrative <br />vehicles with the technology to access pre-incident planning information. <br />Vista 2000 Report Page 15 of 24 <br />
