Medical Emergency <br />Expand the community's capabilities to respond to requests for medical assistance, thereby <br />reducing the consequences of inedical emergencies for individuals. <br />o Respond to requests for emergency medical assistance within two minutes, and provide <br />ambulance assistance within four minutes after the request is received by the primary <br />answering center. <br />■ The fire department has been training and purchasing equipment to provide <br />advanced level first-responder services. Forty (40) of the department employees <br />are trained to the Emergency Medical Technician (EMT) level and all of the fire <br />department employees are trained to the first-responder level of training. We have <br />upgraded all of our medical supplies in preparation for Council approval to start <br />running medical calls. The response times from Allina (by their data) averages 6-8 <br />minutes, with many responses exceeding 10 minutes. The fire department is <br />positioning itself to provide medical care that meets the national standard (NFPA <br />1910). That standard is basic life support on-scene in 4 minutes. Advanced life <br />support with two paramedics in 8 minutes. Allina provides only 1 paramedic on an <br />ambulance. RPD's goal is 2 minutes response. <br />■ In November 2005, the fire department implemented a program to respond to <br />vehicle accidents with injuries. <br />• Install automatic defibrillators in police vehicles and train all police officers in their proper <br />use. <br />o In 2002, the fire department installed automatic external defibrillators (AED) in all <br />public access city-owned facilities in Roseville. There is an AED on a fire truck in <br />each of our three fire stations. <br />Offer "no cost" CPR classes throughout the community. <br />■ The fire department has trained CPR instructors, however due to limited staffing, <br />the department has not implemented a public access CPR program. <br />Enhance public understanding of the 911 telephone for use in medical emergencies and <br />accurate public information regarding alternative telephone numbers for non-emergencies. <br />Encourage the development of 24-hour urgent care, with adequate diagnostic and treatment <br />capabilities, in Roseville. <br />Pipeline Safety <br />Reduce the probability of pipeline related emergencies. <br />o Require the Office of Pipeline Safety to inspect pipelines in Roseville every year and <br />ensure clear right-of-ways over pipelines. <br />o Increase the number of shutoff valves, minimally to one on each end of Roseville per <br />pipeline. <br />o Ensure distribution of information about the pipeline to citizens whose property is adjacent <br />to the pipeline. <br />Traffic Safety <br />Vista 2000 Report Page 16 of 24 <br />
