TRANSPORTATION <br />VISION <br />Roseville shall be a community with a transportation network that effectively serves the needs of those <br />who walk, ride, and transport materials throughout the city. This network should be efficient, minimally <br />polluting, convenient, attractive, and an integral part of our community and its development. <br />We believe in balance. The needs of those who travel by motor vehicle to, within, and through our <br />community must be met, but not at the expense of the environment or the quality of life for local <br />residents. The needs created by the existing commercial development must be balanced by the needs and <br />desires of nearby residents. Auto, truck, and bus traffic must be facilitated, but should not dominate to the <br />exclusion of other modes of transportation such as walking or bicycling. Transportation concerns must be <br />addressed during the planning stages of any commercial or residential developments undertaken in the <br />future. <br />GOALS <br />Non-motorized Transportation <br />Roseville should establish an extensive network of non-motorized pathways for pedestrians and <br />inexperienced bikers. This network should be continuous, connecting neighborhoods, parks, <br />schools, libraries, and commercial establishments. These pathways should be set apart from street <br />traffic, have well marked and accessible crossings, and a safe surface which would be maintained <br />year around. In conjunction with this system, bike arteries for experienced cyclists should be <br />developed in cooperation with the surrounding communities, Ramsey County, and the State. These <br />bikeways should also be continuous, connecting with actual or proposed and approved bikeways <br />in adjacent communities, and be designed and built to conform to national standards. <br />o Update and reaffirm Roseville's current non-motorized pathway plan. <br />o Consider construction of non-motorized pathways when streets or parking lots are <br />designed or improved. <br />o Review and incorporate the materials on bikeways from Boulder, Colorado and the paper <br />by "Friends of Parks and Trails in St. Paul and Ramsey County" when designing the non- <br />motorized pathway network. <br />o Incorporate design standards from the American Association of State Highway and <br />Transportation manual, "Guide for Development of New Bicycle Facilities in 1981". <br />o Agree to acquire land and build structures where necessary to eliminate gaps and barriers <br />in the interests of pedestrian and bike safety. <br />o Develop safe bicycle and pedestrian movement within and around major parking areas, <br />together with safe and continuous access around, between, and among the major shopping <br />centers of Har Mar, Rosedale, and all the Rosedale satellites, as well as other shopping <br />areas in Roseville. <br />o Design pathways removed from heavily traveled streets, but only if it can be done without <br />sacrificing personal security. <br />o Increase attention to street crossings with proper marking, lighting, and signals, including <br />provisions for the slower movement of the handicapped. <br />o Ban turns on red when required to assure the safety of pedestrians. <br />Vista 2000 Report Page 18 of 24 <br />
