o Enforce laws relating to pedestrian and bicyclist rights and safety. o Develop small neighborhood centers for sundries and postal services (with very limited parking, rather like the old corner store). o Develop vigorous educational and promotional campaigns to outline the alternatives to individual automobile use, eliciting resident support and comment. o Combine pathways with strong programs of environmental protection with native plantings, reforestation, and general beautification. (in progress) o Consider the use of surmountable curbs along residential streets to enhance safety for all modes of non-motorized transportation. o Install sidewalks in purely residential neighborhoods only by petition of the affected residents. o Require non-motorized pathways in new residential development. o Annual reconstruction program to upgrade condition of existing system. Mass Transit • Roseville should develop a network of efficient, convenient, and minimally polluting mass transit to serve the City and link it with major business, commercial, educational, and recreational areas of other communities in the metropolitan area. o Set local standards for safety and aesthetics for bus shelters, benches, and park and ride lots. o Continue to develop Rosedale as the major transit hub, for both scheduled and nonscheduled service. o Enlarge the bus shelter at Rosedale, providing enclosed access to the mall and a covered walkway to the loading and unloading area. (in progress) o Expand parking facilities for increased express bus service from Rosedale. o Consider shopper shuttle service linking the various entities of the Rosedale complex, including Byerly's and Har Mar (possibly provided by associated merchants). o Consider improvement of Roseville Area Circulator service by connecting neighborhoods, parks, schools, libraries, and commercial establishments. o Support use of an improved Roseville Area Circulator through educational and promotional campaigns. o Evaluate transfer points other than Rosedale for shelters or other improvements to facilitate transfer between bus lines. o Provide attractive and safe shelters at all heavily used stops. 20 shelters completed o Clearly mark bus stops and provide adequate space for buses to pull out of the moving traffic lane for loading and unloading. o Expand transit services from Rosedale as proposed in the Regional Transit Board's "Vision for Transit". (in progress) o Develop a proposal for express or limited stop service from Rosedale to other transit hubs and shopping areas such as the Mall of America and Southdale. o Local businesses and government should strongly support public transit, van pooling, and car pooling options for their employees and customers. o Establish transit related design criteria based on the number of daily person trips generated by major new or expanded buildings to be constructed in Roseville. o Monitor effectiveness of high occupancy vehicle lanes on I-394 for possible application in Roseville on I-35W and Highway 36. o Examine the feasibility of mini-hubs in the Rice Street area and the corner of Lexington and Larpenteur. o Explore establishing a"Dial-a-Ride" program for city residents.
