o Enforce laws relating to pedestrian and bicyclist rights and safety. <br />o Develop small neighborhood centers for sundries and postal services (with very limited <br />parking, rather like the old corner store). <br />o Develop vigorous educational and promotional campaigns to outline the alternatives to <br />individual automobile use, eliciting resident support and comment. <br />o Combine pathways with strong programs of environmental protection with native <br />plantings, reforestation, and general beautification. (in progress) <br />o Consider the use of surmountable curbs along residential streets to enhance safety for all <br />modes of non-motorized transportation. <br />o Install sidewalks in purely residential neighborhoods only by petition of the affected <br />residents. <br />o Require non-motorized pathways in new residential development. <br />o Annual reconstruction program to upgrade condition of existing system. <br />Mass Transit <br />• Roseville should develop a network of efficient, convenient, and minimally polluting mass transit <br />to serve the City and link it with major business, commercial, educational, and recreational areas <br />of other communities in the metropolitan area. <br />o Set local standards for safety and aesthetics for bus shelters, benches, and park and ride <br />lots. <br />o Continue to develop Rosedale as the major transit hub, for both scheduled and <br />nonscheduled service. <br />o Enlarge the bus shelter at Rosedale, providing enclosed access to the mall and a covered <br />walkway to the loading and unloading area. (in progress) <br />o Expand parking facilities for increased express bus service from Rosedale. <br />o Consider shopper shuttle service linking the various entities of the Rosedale complex, <br />including Byerly's and Har Mar (possibly provided by associated merchants). <br />o Consider improvement of Roseville Area Circulator service by connecting neighborhoods, <br />parks, schools, libraries, and commercial establishments. <br />o Support use of an improved Roseville Area Circulator through educational and <br />promotional campaigns. <br />o Evaluate transfer points other than Rosedale for shelters or other improvements to facilitate <br />transfer between bus lines. <br />o Provide attractive and safe shelters at all heavily used stops. 20 shelters completed <br />o Clearly mark bus stops and provide adequate space for buses to pull out of the moving <br />traffic lane for loading and unloading. <br />o Expand transit services from Rosedale as proposed in the Regional Transit Board's "Vision <br />for Transit". (in progress) <br />o Develop a proposal for express or limited stop service from Rosedale to other transit hubs <br />and shopping areas such as the Mall of America and Southdale. <br />o Local businesses and government should strongly support public transit, van pooling, and <br />car pooling options for their employees and customers. <br />o Establish transit related design criteria based on the number of daily person trips generated <br />by major new or expanded buildings to be constructed in Roseville. <br />o Monitor effectiveness of high occupancy vehicle lanes on I-394 for possible application in <br />Roseville on I-35W and Highway 36. <br />o Examine the feasibility of mini-hubs in the Rice Street area and the corner of Lexington <br />and Larpenteur. <br />o Explore establishing a"Dial-a-Ride" program for city residents. <br />Vista 2000 Report Page 19 of 24 <br />
