o Encourage businesses and government to permit flextime scheduling. <br />o Develop a proposal for express or limited stop service to and from the airport (e.g. <br />limousines, vans, taxis, or buses). <br />o Explore use of "quarter zone" for shuttle service around the Rosedale area. <br />o Provide direct freeway access to mass transit parking areas. (in progress) <br />o Promote the use of "Park and Ride" facilities and express bus service originating farther <br />from the central cities to reduce traffic passing through Roseville. <br />o Equip transit vehicles with secure bicycle racks and transit hubs with safe bicycle storage <br />facilities. <br />o Encourage cooperative use of existing parking lots with shuttle buses for special events <br />and during peak shopping periods. <br />Motorized Transportation <br />Roseville should continue to maintain and improve its network of residential streets. They should <br />be well marked, well maintained in all seasons, and designed with resident input. Street standards <br />should be flexible to provide for residential differences. Truck traffic should be carefully <br />controlled and limited to specific commercial areas. Roseville should monitor the State and <br />County highway system within the community to be sure that it is well maintained, attractive, <br />safe, and provides good access to our own commercial and business areas without intruding into <br />our residential areas. <br />o Work with state and county agencies on plans for improvement of Highways 35W, 36, and <br />Snelling Avenue which include appropriate access points, limited expansion, <br />beautification, and reforestation projects together with sound barriers where needed. <br />o Limit freeway access in residential areas. <br />o Control truck access to residential areas. <br />o Request accommodations for pedestrian and bike traffic over or under major freeways <br />and/or highways. (in progress) <br />o Design and redo residential streets with considerable resident input and city flexibility. <br />o Review the safety issues of surmountable versus barrier curbing on City residential streets. <br />o Provide an option for dark concrete curbing on residential streets. <br />o Direct the location and development of businesses generating significant large truck traffic <br />to existing freeway access points. <br />o Maintain smooth street surfaces, including appropriate elevation of manholes and shutoff <br />valves. <br />o Promote work-at-home programs (telecommuting) and flextime scheduling. <br />o Install all utilities, and possibly an extra conduit for fiber optics, along residential streets <br />during street improvement projects. <br />o Identify, evaluate, and correct problems of congestion in high traffic areas and problems in <br />recurrent accident sites. (in progress) <br />o Require that garbage trucks be equipped with tertiary wheels. <br />o Participate in Ramsey County's plan for the "Functional Consolidation of Roadways". <br />o Explore the use of alternative fuels for city vehicles. <br />Other Issues <br />• Roseville should join with or lead other communities in the metropolitan area with respect to <br />alternative transportation methods and insist upon high safety standards with respect to the <br />transportation of hazardous materials within and through our community. <br />Vista 2000 Report Page 20 of 24 <br />
