i Overall, the Planning Commission recommends an approach that incorporates <br />� different forums and communication methods to obtain input from a broad range of <br />- i residents and stakeholders. The recommended approach also includes ongoing <br />� "check-ins"with the City Council as the process unfolds. The idea of creating a city plan began in the 1950's and was updated in the 1960's as well <br />� a as being rewritten in 1979, 1994, and 1998. Since 1998 the plan has been updated at least <br />�a biannually. The 1994 Plan was based on the work of the Vista 2000 committee of 1992, <br />�� made up of elected officials and local citizens. This committee decided the best way to <br />��� create a plan was to create a"vision" of Roseville as they thought is should look in year <br />?; 2000. A public participation plan was adopted which created a series of subcommittees <br />�� and open meetings prior to hearings and adoption of the "vision" by City Council. The <br />��z� "vision" created and adopted in 1992 evolved into the goals and policies of the 1994 <br />�� Plan. Public participation was a key component in the creation of that plan. Monthly <br />3 I public hearings and meetings were held by the Planning Commission. The public <br />3.� participation plan that follows has similar public participation methods that the City has <br />�a been using from the beginning, but now also includes newer technologies such as the <br />aa cable TV broadcasts and the internet web sites that provide more immediate access to the <br />� � public. <br />?� Planning Process and Public Participation <br />_- The planning process is divided into sections or componenis. The City's Plan is compiled <br />; I� and coordinated by the Planning Commission, based on the work, vision, and feedback of <br />a•�� the City Council, the city's official committees and boards and staff as well as fro�n the <br />�� public.
