Douglas Raot, 2468 N. �amiine Av�nue <br />NT�. Rao� provided a written handout and summarized i�s <br />content by expressing, as �h�ir r�pr�sentativ�, the inter��t <br />of the Roseville Citizens League (RCL) in participating in a <br />Vista 2020 process. 1V�r. Root expressed the RCL's support <br />of long-range planning or visioning �hrough an active <br />ci�izen-�nvolved p�ocess, p��o� to an upda�e o� the Ciiy's <br />Comprehensive Plan. NIr. Root noted that the RCL already <br />had �n p�ace various su�committees based on specific <br />interests in the co�nmunity. <br />Z. D�scuss �he City's Legisla�ive Program for 2006 <br />C�iy Manager Neai B�e�s advised Councilmembers �hat sta�fi had <br />provided, as a samp�zng io spark d�scussion, some o� the city-w�de <br />legislative issues pending this yea.r's sessian. M�r. Beets noted tha� <br />many o� the issues had different ramif caiions and implications, <br />and staf � sought a pr�fe�ed approach and consensus from the City <br />Council and direction as to how best to proceed. <br />2.a Bonding S�l� <br />City Manager Beets noted sevexal items that the City may <br />wish to pursue in �his year's bonding bill: funding �or �'uture <br />OVAL capzta� improvements; and fiznding for an <br />in�erconneetion project lznking the St. Paul Reg'�onal Watear <br />Ut�iity wi�h the Ci�y of Minneapolis Wa�er Utiiity �or <br />emergency pu�poses. <br />City's Legislative <br />Program for 2006 <br />Bonding Bill <br />
