Mr. Welsh suggested that fhe Council may wzsh staff ta pz�epare a policy sta�ement or �mendment to the City's �rdinance, R-1 seetion, stating that group homes �aad to adhere ta aII R-1 zoning, as did other sz�gle-family homes. Mayor Klausing saught City Attorney Scoti Anderson's opinion on equality issues and impaets of addi�zonal language clari�ying the ordinance. City Attoz�ney Anderson eoncurred wzth staff s additzona� Ianguage �ecommendation to iurthe� c�arify �at code would be en�orced unilaterally. Councilmember Pust cautioned eonsistency and equa�ity in enfo�c�ng single-�aznily as we�l a� group homes; and questioned how student housing in single--�amily residences was being addre�sed, and wheth�r the City was out of comp�ianee with it's own ordinance; and pending adop�ion of the �niernaiiona� Property N�ainienance Code (�PMC}. Counczimembear Kaugh questioned occupancy arequirements for group homes. Discussion ineluded arzzinimum amouni of square footage in single-fami�y homes versus group hom�s; traditiona� res�dent occupan�y; building code application and uni�o�n�ty, group horne r�siden�s, as wei� as addiiional sta�'f�ng, meeting space and pa�ticipants, and separation o� �ivz�g quarters, and perce�iions of a"dupl�x" in a sing�e-far��y zo�7ng distr�c�. Further d'zscusszon included oth�r applicat�ons (z.e., mothe�� in-law apartments}; and consistent application, c�arification and en�orcement o�ordinance and statute.
