City Cauncil Study Session — 01/231�6 <br />DRAFT Minutes - Pa�e 17 <br />Councilmembez� Kough's canc�rns aboui repe��tive issues, as <br />many iterns remained ongoing issues, bui £uarth�r opining that th�re <br />were additional concerns �o be considered as well. <br />City Manager Beets advised Councilmembers that sta�f anticzpa�ed <br />results of those proposals received, and names foar potential <br />consultants, including �hose suggested by Councilmembers, �or <br />Council considerat�on; and whether the Council would b� working <br />on its own in�ernal dynamics, or community dynamics as we�I. <br />It was the Council consensus tha� the Comprehensive Plan process <br />be done in conjunction with the community visioning process. <br />Mayar Klausing and Councilmembers heard public comment <br />regarding this issue at this time. <br />Dan Roe, 2� 04 Avan Street N <br />�r. Roe opined that an outside consultant needed City Caunc�� <br />input for a broad idea of what should be included in that process <br />and wha� the City Council wanted to have accomplisheci. IVIr. Roe <br />suggested the �ollowing process: 1) �gure out the City Council's <br />broad p�cture and preferred ou�come of �he visioning process; not <br />specific decisions, but areas a£ �'ocus and how to accomp��sh them <br />�n b�oad ierms; 2) then the consuitant may have recommenda�ions, <br />a propos�d p�an or p�ocess, and 3) Board and Coxnmission <br />involvernen� in the initial process and a product w�th p�ans of how <br />to go forward. Mr. Roe suggested that the Commissions, on their <br />respec�iv� February agenda�, talk about those issues of community <br />vision�ng �or consul�ani r�commenc�a�ions for th� f nal project, <br />thus ensuring an ear�y �ole �ox comm�ssioners. <br />Recognitivn oi Journalism S�udents <br />1V�ayor Klausing recognized fa.v� jourraalism stud�nts from <br />Northwe�tern College and welcomed them to the meeting, and <br />wished �h�m success in their future endeavors and eareers. <br />5. Di�cuss Noti�cation Policies for Land Use Hearings <br />Communi�y Developmen� Direc�or Welseh pravided a background <br />on s�aff parocess in noticing public hear�ngs on land use issues, <br />advising tha� staff provided mailcd and publzshed natice in <br />accordance with State Statute, Chapte� 462.357, Subd. 3, in <br />Notification <br />Polic��s for Land <br />Use Hearings <br />
