Step 3: Community Input <br />The Council makes an "open call" to residents during televised council meeting to comment on <br />critical issues and/ar identify results they would like to see in the city. Staff assist in setting up <br />website and "chat"/cozrament section for residents. The framework for these comments will be <br />consistent with the issues in the "background" briefing folder developed in Step One. <br />Step 4: Second Session <br />Consultant will conduct the second session on "Team-Building" <br />Draft agenda includes: <br />� Overview of the instruments <br />• Sharing by members of their scoring on the instruments and their reactions to how they <br />scored <br />• Exercises that demonstrate how the different learning styles can be addressed during the <br />process of identifying new issues, getting equitable familiarity and understanding of the <br />issue, and how conflict impacts on team performance <br />� Overview of classic model of team development and how teams work <br />' Council develops protocol for dealing with conflict within the team and ways to ensure <br />that each person assumes responsibilities for others being able to be heard and included in <br />the work and decisions of the team <br />- Reflections on the "Team-Building"session and its effectiveness <br />; Agreed upon summary that can be discussed during regular Council meeting to keep <br />citizens reasonably informed about the work and the benefit it is having <br />- Check-in about progress on gathering information from constituents in preparation for the <br />third session on "Strategic Goal-Setting" — reminder to continue collecting information <br />Step 5: Community Input <br />Council repeats "open call" to residents to comment on critical issues andlar identify results they <br />would lil{e to see and gives update on number of comments already received. Staff assist in <br />monitoring the website and "chat"/co�ment section and begins to put data into "themes". <br />Step 6: Summary of Community Input <br />Consultant and City Manager (with support from key department heads) collect information from <br />"open call" process and prepare it for review by Council members in advance of third session on <br />"Strategic Goal-Setting and Planning" <br />Step 7: Third Session <br />Consultant will conduct third session on "Strategic Goal-Setting". The length of this session will <br />be four hours, while the first two sessions will be three hours each. <br />Draft agenda includes: <br />• Brief summary and "State of the City" report by City Manager and/or Mayor <br />• Summary of "open call" input by consultant <br />• Sharing of feedbac�c/infarmation� each Council member gathered during his/her meetings <br />and conversations <br />• Full group reflection and interpretation of datalz��oz�ation in terms of priorities, goals, <br />and desired changes/results <br />
