City Con�c�� Regalar Meeting — 01/30/06 <br />DRAFT Minntes - Page 26 <br />Councilmember Pust chose #2 {Brass Tacks) far their honesty <br />and desire to "not waste a dime of your money" statements; # 13 <br />(N�u & Company} due to ihe comprehensive content o� the <br />proposal and at�achments; and # 14� {Barbara Raye, Center for <br />Policy Planning and Performance) as her first choice for the <br />standardized iools utilized in her proposal and her approach to <br />the Community Visioning pracess and involvement af each <br />Couneilmember as elected oFficials. Councilmember Pust <br />recommended that discussion focus on those three firrris at this <br />time. <br />Councilmember Maschka concurred with Councilmember Pust <br />and expressed his preference for interviewing �hose three firms. <br />Councilmember Maschka noted his previous and favorable <br />experiences in working with Carl Neu, and expressed <br />complimentary comments �oar the other twa praposals as <br />identified. <br />Councilmember �hlan expressed her personal desire to draw a <br />"bright line between team building and work style analysis <br />versus community visioning and strategic planning; opining tha� <br />team building was not an appropriate use of public funds and <br />was not connected with public policy work. Councilmember <br />�hlan questioned whether this would ultimately be helpful in <br />making the City Council more functiona� and encouaraged debate <br />and difference oi opinion as part of the process, in the context of <br />mutual respect and hard work. Councilmember Ihlan fur�her <br />opined her preference for immediate initiation of city priority <br />goal setting and strategic planning. <br />1Vlayor Klausing concurred wzth Councilmember Ihlan's <br />in�erpreiation of the City Council, as elected officials, <br />representing the people, but questioned how that would be <br />inconsistent with teambuilding and the common goal to position <br />the community for the fi.�tuxe and make the cammunity be��er; <br />and opined the need to disagree in a way that would still furth�r <br />policy discu�sions and makes the bady more efficient. <br />Councilmember Ihlan noted tha� three Councilmembers had been <br />elected o� �e-elected; and that the additional Couneilmember and <br />IV�ayor seats wauld be up this caming yea�-; and it wou�d be mare <br />
