4.0 REVIEW af REQUEST: <br />4.1 Saryday Partnership & Unlimited Potential In Education, Inc. (Jack & Jill Presc�ool} - <br />seek approva� of a CONDITIONAL USE PERMIT allowing a"daycare center" to locate <br />within the muiti-tenant building at 2701 — 2729 L'z�coln Drave. The proposed Jack & riIl <br />Preschool would occupy appraximately 12,000 sq. ft. within the structure and include <br />certain site improve�ents. <br />4.2 Jack & Jill would lease the 6 tenant bays west of Scandinaviata Design, utilizing suite 105 <br />as the rnain entrance. Jacic & Jill is similar to tl�e Mini-Apple Montessari School located <br />in a commezcia� aarea along Perimeter Drive <br />4.3 The �ire Marshal has reviewed fihe proposal at�d supports siganing a portion of the fire <br />land adjacent the building far "15 minute pick-up/drop-off'. Additianally 18 spaces in <br />the parking lot are requested to be reserved/signed for �'annilies with young children. <br />4.4 The praposal also calls for a playgrour�d at the rear (south) of the structure in what is <br />cu�ently a dri�e lan� and parking lot. As proposed, the playground would be a mznianauzn <br />of 22 fee# deep (north to south) and 108 f�et in length (east ta wesfi), this use would <br />eIiminate the exis�ing drive la�ae. <br />4.5 A rev'rew b� the Fire Marshal & City PIanner to determine whethear emergency and <br />service access is available without �ttilizing the existing drive lane or parking field <br />concludes that adequate access to the rear of the strueture is provided by the property to <br />the sauth, The access has been utilized by numerous Iarge vehicles and can support the <br />Ciiy's fire trucks. <br />4.6 The structure referred to as "Rosedale Square North", 2701 — 2725 Lincoln Drive , <br />originally constructed in 1988 and located on 4 acres, has a Corriprehensive Land Use <br />Plan designation of B, Business, is located in Planning Distz�ict 10, and the property is <br />zoned B-4, Retail Office Serviee District. Daycare centers require a CUP in a B-4 zone. <br />4.7 Section 1018.08 of the Roseville City Cade requires Daycaz�e centers to have on-site <br />parking at a rr�inirr�um of 4 spaces and 1 space per 500 sq. ft. in excess af the lst 1,000 sq. <br />ft. In the case of the proposed 12,000 sq. ft. childcare center, parking for this use/space is <br />required at a�ninirraum of 26 spaces. <br />4.8 The Ci�y Planner l�as canciuded that the mixed use retaillshowroom, office and retail uses <br />has no one specific an-site parking requirement. Therefore, staii has assigned the highest <br />requirement {affice/retail @ 5 spaces per 1,000 sq. ft. leasable/retail sales area) to the <br />remaining square footage (25,500 sq. ft. net} for a requirement of 128 spaces. When <br />add�d to the r�quirernent of a daycare center (26) the tatal required for the uses on the site <br />is 1.54 spaces. The site c�zrrentIy includes 240 spaces; ihus far exceeding the requirements <br />of the Raseville City Code.
