4.9 AlI proposed rnodifications to the structure will be on the interior and require review and <br />approval by the Building Inspector and Fire Marshall prior ta the issuance of a tenant <br />improverr�ent (arezaaodeling} perrnit. Aside from new signage, no exterior impravemants to <br />fihe structure are contemplated. <br />4.1 d There are no proposed increases iza tk�e parking lot or structure that �would trigger a <br />review/permit by the Watersl�ed or Public Works Departrnent. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />5.1 Section 1013.01 requires the Ciiy to consider the follawing criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and othear publac facilities <br />c. Compatibility of the site plan, inte�al circulation, landscaping and structure with <br />contiguous properties <br />d. Impact oithe use an market value of contiguous praperties <br />e. Irr�pac� on the general public health, safety and welfare <br />f. Compatibility with the City's Camprehenszve P�an <br />5.3 Permitted Uses. Th� City Planner has reviewed the proposed iamprovements to the <br />existing structure and concluded the proposal meets these criteria. Specif cally, the <br />rerriodeling af vacant leasable space within a multi-tenant structure foar the pu:rpose of <br />addzng a"daycare center" as a tenant is perxnitted in a B-� District by issuance of a <br />Conditianal Use Permit. Such a use asszsts working families by keeping children near to <br />employment centers for easy pick-up and delivezy, az�d parent/child access and activities <br />5.4 Traf�c. The proposed �se as a daycare center will not significantly increase traffic on <br />Li�coln or Te�ace Drive. Nor will the paroposed use req�ire additional public facilities. <br />Tara£fic counts zn 2001 on Lincoln Drive near this loeation (just north) numbered 5,800 <br />vehicles and on Terrace Drive {just west} numbered 2,150 vehicles. Tkzeare are no <br />projections {2010/2020) for Lincoln or Terrace Drive <br />S.S Compatibility, There are na new struct�zres prapased, but the paroposal does include a <br />drop-oif/pick-up which will slighily change the function of the internal circulation. <br />However, vehicle circulation is not comprarnised and emergency access/use is <br />accommodated, The �se is cornpatible vvith those existing in the structure. <br />5.6 Health Safefy. There appears to be no impact on general health, safery, and public <br />welfare. <br />5.7 Comprehensive Plan.
