G.� STAFF RECOMMENDATION: <br />6.1 Based on the infarmaiiox ar�d findings provicied in Section � and 5 af this proj�ct report, <br />the City Planner recommends approval of a CONDITIONAL U�E PERMIT for Jack & <br />Jiil Preschool to occupy up to 12,OQ0 sq. ft. in Rosedale Square North, 2701 — 2729 <br />Linco�n Drive, subject ta the following conditions: <br />A. The playgro�znd area must be screened ta a minimuz-r� height of 4 f�ei or more as <br />licensed by State of Co�nty. <br />B. The applicant must maintai�. t�.e southerly drive lane andlor provide <br />documentation that an ea�ement or jaint use agree�ment exists an/for/or over the <br />adjacent drive lane (1601 — 1677 Lincoln Drive} allowing legal delivery and pick- <br />up of goods and services. <br />C. All signage must meet the requirements of Section 1 Q09 of the Raseville City <br />Code. <br />D. Ali trash and recycling items must be h.andled inside the structure — no outdoor or <br />detached trash encinsure is �ermitted. <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 Or� February 1, 200b, the Roseville Planning Commission held the public hearing <br />regarding the 7ack & Jill preschool request. At the meeting no citizens were present to <br />addaress the Commission. However, the Commission did have c�uestions of the Ciry <br />Plaz�ner. Specifically, fihe Commission sought clarification on parking/drive lane <br />requirements foar the south parking Io� and weather baliards would be used, as well as <br />whether access to the southwest corner of the structure was being eliminated {see attack�ed <br />PC Draft Minute Excerpts). <br />7.2 The Commission voted {6-0) to recommend approval of the request by Saryday <br />Partnership & Unlimited Patential In Education, Inc. {Jack & Jill Preschool) fpr a <br />CONDITIONAL USE PERMIT in accordance witla.
