Consider Con�rac� far City Council Team-Bui�ding Services <br />Crty Manager See�s provided a brief overvi�w af previous <br />discussions to improve City Council effectiveness through work <br />style analysis and team buiiding. Mr. Beets nated that he and <br />Counciimember Pust had intervi�wed four of the seventeen RFP <br />candidates, and were r�cammending that the City Council <br />contract wi�h Barbara Raye of �he Center for Policy, Planning <br />and Performance, in an amount not-ta-exceed $6,540 for Steps 1- <br />4 outlined in her RFP; and reviewed the rationa�e for that <br />recammendation. Mr. Beets noted that Ms. Raye prQposed <br />individual interviews with each Cauncilm�mbers and use of four <br />different a�sessment instruments to better learn how each <br />gathered and processed information, communicated and made <br />decisions. <br />Councilmember Pust concurred with Mr. Beets' comment� and <br />the various approaches of the di�ferent proposaIs; and noted hear <br />favorable impressions wzth Ms, Raye's presentation to the <br />Housing and Redevelopment Authority (HRA}. <br />Councilmember Kough expressed his iack o� support for ihis <br />approach at this �ime; opining that h� preferred to get started on <br />th� Ci�y's long-term planning and development at the Council <br />level, as well as seeking public input priar to finalization. <br />Councilmember Kough iurther opined that the City Council <br />didn't need teambuilding and that the citizens would let their <br />elected officials know if and when they w�re not per�'orming <br />adequateiy. Councilmember Kough fi.irther opined that, "it was <br />premature to hire someone like this to bra�nwash us; we're not <br />always going to communicate or vote tagether." <br />Councilmember Pust expressed concerns wit� Councilmember <br />Kough's statement and perceptions that someane had the goal af <br />having anything less than individual votes and opinions. <br />Councilmember Pust suggested that citizens of Roseviiie didn't <br />want 100% agr�ement on everything and that everyone had a <br />City Council Team- <br />Building Services <br />
