Perhaps even a yearly inspection <br />would be advantageous. Renters are a divided group -either they call you for <br />every tiny thing or they leave the toiiet running for weeks before they tell <br />you. Instead of forcing a yearly inspection, perhaps a better idea would be to <br />offer yearly inspections to a landlord. An incentive may be that voluntarily <br />licensed landlords received a reduction in property taxes. This would also <br />keep Roseviile?s housing stock in good condition. <br />I oppose government involvement to this degree. I n my 17 years as a State <br />employee, I have seen more laws passed solely on the basis of a minority of <br />cases. These laws, supposedlyto protect or prohibit a few citizens, apply to <br />all, usuaily with a negative outcome and oppression for complying citizens. <br />Having been a landlord myself for over 10 years, 1 am vehemently opposed to <br />section 907.13 Owner/Agen� Responsibility. I work for the Department of <br />Corrections and feel strongly that each individual is responsiblefor their own <br />actions. Unless a landiord lives with the renters, there is no way humanly <br />possible for hirn/her to monitor the renters? actions. Most landlords go to <br />great extremes to screen prospective renters as their income and building <br />appreciation are at stake. Of course, there is the exception to this train of <br />thought, but the majority of the landlords should not suffer for the actions of <br />a few slum lords. Focusing ar� these types of landiords would be more beneficial <br />than a thin monitoring of ALL landiords. <br />The largest and most problematic situation is that of too many people living in <br />a unit. Again, this is true of single family homes. I can not think of a <br />solution or ordinance that could completely address this serious issue. 1 am <br />not opposed if one �iable ordinance must be passed for this issue alone, but a <br />yeariy inspection will only hide the additional renters until after the <br />inspector leaves. By notifying the landlord prior to the inspection, the only <br />thing this would accomplish is that the rental property would be in good repair <br />- once every two years! A possibie solution would be enhanced communication and <br />good wili between the rental unit neighbors and landlords through some sort of <br />city program. <br />1 would like to see another public meeting that would allow neighbors of rental <br />property to speak of their experiences since they were not officially notified <br />of this meeting. <br />I greatly appreciate the thought and effort the Council Members have and will <br />continue to put into this housing ordinance, but it is clearly not the answer <br />to the problems.
