City Council Regular Meeting — 04/24/06 <br />DRAFT Minutes - Page 20 <br />already be sufficiently monitoring grant funding sources; <br />and cautioned raising the public's expectations that funding <br />was available for special proj ects when it clearly was not <br />available. <br />Parks and Recreation Director Lonnie Brokke concurred <br />that staff was always monitoring funding sources; but was <br />unaware of any monies available at this time; and noted the <br />competition for grant monies, creating additional <br />challenges. Mr. Brokke further noted that the Pathway <br />Committee was formed as part of the Vista 2000; and that <br />the pathway ranking and overall community connectivity <br />needed to be reassessed. Mr. Brokke noted the time and <br />effort of the original committee; their rationale; and the <br />desire to Iink no� just the community, but the regional trail <br />system. Mi-. Brokke advised that the pathway committee <br />was meeting until approximately 2002 or 2003 to update <br />the ranking annually and make recommendations, but had <br />not met for several years, as their legitimacy was <br />questioned by the City Council at that time, when <br />discussions regarding the proposed B-2 pathway <br />recommendations were under discussion and funding <br />sources identified, awarded, and later returned unused. <br />Mr. Brokke concurred that Ms. Reitz' request was <br />legitimate. <br />Mayor Klausing opined that, while he was in favor of staff <br />pursuing pathway funding, without a discussion of the <br />overall system, he didn't feel comfortable moving this <br />segment to the top of the priority list. <br />Further discussion included whether to reinstate the <br />Pathway Committee for a review of the entire system; <br />including pathways in the community visioning process; <br />who initiates pathway requests, staff or City <br />Councilmembers; <br />Councilmember Kough opined that he preferred to <br />approach the County Commissioners to present a case for <br />this pathway segment. <br />
