City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes - Page 21 <br />Councilmember Maschka opined that by passing this <br />motion tonight, nothing would be accomplished due to <br />nonexistent funding. Councilmember Maschka reviewed <br />past practice and process for pathway construction (City <br />Council direction, to Pathway Committee for <br />recommendation, to staff for consideration and research of <br />recommendation, to City Council for action); further <br />opined that this segment appeared to be a critical link; and <br />encouraged including it in the community visioning <br />process. <br />Councilmember Pust invited Ms. Reitz to the upcoming <br />community visioning brainstorming sessions; encouraged <br />her participation and continued pursuit of the pathway <br />segment. <br />Ms. Reitz requested, at a minimum, that increased <br />enforcement of vehicles passing on the shoulder be <br />provided. Consider Freezing the Community Development Director <br />Position (including Agenda Item 6.b) <br />Councilmember Ihlan reviewed her request to freeze hiring a <br />replacement for the Community Development Director while <br />conducting a review of the position. Councilmember Ihlan <br />clarified her rationale by reviewing Council and City Manager <br />authority; sound business practice of reviewing positions as they <br />became vacant; analysis of the City's current and future needs <br />and possible position changes andlor department structural <br />changes for more efficiencies; and to conduct a policy review of <br />the structure, responsibilities and salary range for the position. <br />Councilmember Ihlan advised that she was not suggesting a <br />permanent hiring freeze, just a temporary freeze to allow the <br />position review to take place. <br />Freezing the <br />Community <br />Development <br />Director Position <br />¢ <br />
