City Council Regular Meeting— 04/24/06 DRAFT Minutes - Page 21 Councilmember Maschka opined that by passing this motion tonight, nothing would be accomplished due to nonexistent funding. Councilmember Maschka reviewed past practice and process for pathway construction (City Council direction, to Pathway Committee for recommendation, to staff for consideration and research of recommendation, to City Council for action); further opined that this segment appeared to be a critical link; and encouraged including it in the community visioning process. Councilmember Pust invited Ms. Reitz to the upcoming community visioning brainstorming sessions; encouraged her participation and continued pursuit of the pathway segment. Ms. Reitz requested, at a minimum, that increased enforcement of vehicles passing on the shoulder be provided. Staff was so directed. Roil Call Ayes: Ihlan and �o�gh. Nays: Maschka; Pust and Klausing. Motion failed. 7. Consider Freezing the Community Development Director Position (including Agenda Item 6.b) Councilmember Ihlan reviewed her request to freeze hiring a replacement for the Community Development Director while conducting a review of the position. Councilmember Ihlan clarified her rationale by reviewing Council and City Manager authority; sound business practice of reviewing positions as they became vacant; analysis of the City's current and future needs and possible position changes andlor department structural changes for more efficiencies; and to conduct a policy review of the structure, responsibilities and salary range for the position. Councilmember Ihlan advised that she was not suggesting a permanent hiring freeze, just a temporary freeze to allow the position review to take place.
