City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes - Page 22 <br />Ihlan moved, Kough seconded, freezing the hiring of a <br />replacement for the Community Development Director position <br />while conducting a review of the position. <br />Councilmember Ihlan spoke in support of the motion; noting that <br />with the City Manager pursuing other employment, a new city <br />Manager may be in a better position to review positions and <br />successors. <br />Councilmember Kough spoke in support of the motion; adding <br />his desire to discuss the salary range for the Community <br />Development Director's position; as well as duties. <br />Mayor Klausing opined that, the rationale for sound business <br />practice to review every position when vacant may be prudent, <br />rationale also existed for listening to the recommendation of the <br />person hired to monitor the positions and day-to-day department <br />and city-wide activities and duties. Mayor Klausing further <br />opined that, rather than ignoring the City Manager's <br />recommendation regarding the three new employees in the <br />department and the need for supervision and continuity and <br />providing a seasoned supervisor immediately, it may be more <br />prudent to heed that recommendation. <br />Mayor Klausing opined that, to-date, the Department Head hires <br />performed by City Manager Beets have been exemplary <br />employees for the City; and further opined that whether or not <br />the City would need to hire a new City Manager, he was more <br />comfortable with Mr. Beets making the hiring decision, knowing <br />staff, rather than someone who was not familiar with current <br />staff. Mayor Klausing noted that he would be voting in <br />opposition to the motion. <br />Councilmember Pust opined that, while not opposed to <br />discussing the position description, she wasn't in favor of <br />freezing it, and sought input as to whether the position should be <br />restructured, and rationale for including an Assistant City <br />Manager and related responsibilities in the job title. <br />Councilmember Kough noted Councilmember Pust's <br />
