City Council Regular Meeting — 04/24/06 <br />DRAFT Minutes - Page 27 <br />installation, or other corrective measures for all matters relating <br />to vehicular traffic conditions to the Traffic Safety Committee. <br />Mr. Beets noted that staff had discussed the issue with the City <br />Council in January of 2006; with the City Attorney subsequently <br />recommending that the practice outlined in resolution be <br />codified; and review of the proposed ordinance by the Public <br />Works, Environment and Transportation Commission at their <br />March 2006 meeting. <br />Pust moved, Maschka seconded, enactment of Ordinance No. <br />1335 entitled, "An Ordinance Adding Section 601.05, Traffic <br />Control Devices, to Chapter Six of the Roseville City Code. <br />Councilmember Kough referenced the City Attorney comments <br />regarding qualifications of those serving on the Traffic Safety <br />Committee; and opined his preference to exempt "NQ Parking" <br />signs from the proposed ordinance to maintain City Council <br />authority over that �ignage; and to include, as a friendly <br />amendment, two citizens appointed to serve on the Committee. <br />Kough moved, Ihlan seconded, an amendment to the motion, to <br />exempt "No Parking" signs from the proposed ordinance <br />language. <br />Councilmember Ihlan spoke in support of the motion, <br />specifically on the parking piece, to take parking completely out <br />of the jurisdiction of the committee by deleting parking from the <br />description or language saying "except parking." <br />Councilmember Kough concurred. <br />Councilmember Pust opined that she had considered including <br />citizens on the Committee, but had sought recommendation of <br />the Public Works, Environment and Transportation Commission, <br />and they had specifically avoided that recommendation, possibly <br />based on the City Attorney's comments and recommendations <br />cautioning liability without application and implementation of <br />standards.
