Mr. Beets noted that staff had discussed the issue with the City Council in January of 2006; with the City Attorney subsequently recommending that the practice outlined in resolution be codified; and review of the proposed ordinance by the Public Works, Environment and Transportation Commission at their March 2006 meeting. Pust moved, Maschka seconded, enactment of Ordinance No. 1335 entitled, "An Ordinance Adding Section 601.05, Traffic Control Devices, to Chapter Six of the Roseville City Code. Councilmember Kough referenced the City Attorney comments regarding qualifications of those serving on the Traffic Safety Committee; and opined his preference to exempt "NQ Parking" signs from the proposed ordinance to maintain City Council authority over that �ignage; and to include, as a friendly amendment, two citizens appointed to serve on the Committee. Kough moved, Ihlan seconded, an amendment to the motion, to exempt "No Parking" signs from the proposed ordinance language. Councilmember Ihlan spoke in support of the motion, specifically on the parking piece, to take parking completely out of the jurisdiction of the committee by deleting parking from the description or language saying "except parking." Councilmember Kough concurred. Councilmember Pust opined that she had considered including citizens on the Committee, but had sought recommendation of the Public Works, Environment and Transportation Commission, and they had specifically avoided that recommendation, possibly based on the City Attorney's comments and recommendations cautioning liability without application and implementation of standards.
