City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes - Page 28 <br />Parking" signs installed without prior discussion at the City <br />Council level. <br />Roll Call <br />Ayes: lhlan and Kough. <br />Nays: Maschka; Pust and Klausing. <br />Motion failed. <br />Ihlan moved, Kough seconded, amendment to paragraph b, <br />adding language seeking City Council approval prior to <br />implementation. <br />Councilmember Maschka and Mayor Klausing spoke in <br />opposition to the motion. <br />Councilmember Ihlan spoke in support of the motion; opining <br />that the amendment represented a decision as to whether or not <br />the policy approval was subject to City Council decision; similar <br />to whether public members should serve on the board. <br />Councilmember Ihlan opined that public safety and parking were <br />important policy issues concerning livable neighborhoods; and <br />pedestrian and bicycle safety. Councilmember Ihlan questioned <br />whether the City Council was willing to turn their discretion over <br />to staff; opining that she was amenable to staff studying and <br />investigating the issues; but that the City Council ultimately <br />needed to approve the item, based on policy; and keeping their <br />responsiveness and availabilityto the public an open process. <br />Councilmember Pust sought clarification from City Attorney <br />Anderson regarding if, under the proposed ordinance, the Traffic <br />Safety Committee installed a device and the neighbors objected, <br />whether the City Council retained their authority to reject the <br />advice of the Committee or to have the signage removed. <br />City Attorney Anderson advised that the City Council retained <br />their ability to delegate or continue to field objections of citizens <br />to those actions; in addition to annually determine funding for <br />maintenance and upkeep issues, constraining activities and <br />implementation of signage by the Traffic Safety Committee. <br />Councilmember Kough expressed his concern regarding Council <br />authority over parking with road construction or reconstruction. <br />
