City Council Regular Meeting— OS/22/06 <br />DRAFT Minutes - Page 18 <br />advance notice to the Twin Lakes developer, Rottlund Homes. <br />Mayor Klausing suggested that an additional item for future <br />Council discussion be added to the Council-initiated portion of <br />the agenda. <br />City Planner Thomas Paschke reviewed in detail the request of <br />Roseville Twin Lakes LLC for approval of an Interim Use <br />Permit, in accordance with Section 1012.09 of the Roseville City <br />Code, to allow establishment of a temporary concrete and asphalt <br />recycling (crushing, storage, and delivery) area on the former <br />American Semi (Dorso) parcel at 2814 Cleveland Avenue. The <br />crushingl�ecyc�ing of demolition materials is anticipated to begin <br />in mid-late November. The Planning Commission recommended <br />approval on a 610 vote; and staff recommends approval of the <br />request. <br />Mr. Paschke distributed, via Bench Handout, a revised copy of <br />the proposed Resolution, entitled, "A Resolution Approving an <br />Interim Use Permit for Roseville Twin Lakes LLC at 2814 <br />Cleveland Avenue (PF 3717). Mr. Paschke noted that the <br />template used for the previous draft copy had not been changed <br />to reflect the actual project and contractor; and further noted the <br />inclusion of an additional condition, number 8, incorporating the <br />April 21, 2006 letter from Theresa Greenfield of Rottlund <br />Homes, as an attachment to the Resolution. <br />Mr. Paschke also noted written comment, as a Bench Handout, <br />an e-mail supporting the proj ect, dated May 18, 2006, and <br />identified as a"Letter in Support of Twin Lakes Crushing <br />Permit," signed by Cal and Ann Ross, 2189 St. Croix Street N; <br />Roseville, MN. <br />Councilmember Ihlan noted that a similar request by Ramsey <br />County for concrete recycling on that site in December of 2004 <br />had been denied upon the recommendation of staff; and she read <br />the staff report and rationale for denial. Councilmember Ihlan <br />questioned why the same rationale and a recommendation for <br />denial didn't apply for this Twin Lakes Developer's request. <br />Mr. Paschke responded that several of the considerations of that <br />
