City Council Regular Meeting — OS/22/06 <br />DRAFT Minutes ' Page 24 <br />Pust moved, Maschka seconded, adoption of Resolution No. <br />10405 entitled, "A Resolution Approving an Interim Use Permit <br />for Roseville Twin Lakes LLC at 2814 Cleveland Avenue <br />(PF3717);" for establishmentof a temporary concrete and asphalt <br />recycling area on the southeast comer of the ten acre parcel at <br />County Road C-2 and Cleveland Avenue, for a period of one <br />year; as amended to include the nine conditions as outlined in the <br />amended red-line draft resolution provided by staff and those <br />additions and amendments incorporated by Councilmember Pust <br />regarding appropriate runoff containment procedures and <br />covering of the stockpiled materials; including attachments to the <br />resolution consisting of the April 21, 2006 letter to Mr. Thomas <br />Paschke, Planning Director, City of Roseville, from Theresa A. <br />Greenfield, Director of Land Development for Rottlund Homes; <br />including the Bench Handout provided by Braun Intertec <br />consisting of eight components to the scope of the Twin lakes <br />Phase I Project, and entitled, "IUP to Allow Concrete and <br />Asphalt Crushing, Project Environmental Scope, Twin Lakes <br />Phase I, Roseville, Minnesota;" and in accordance with and as <br />testified to at this meeting by the applicant and the applicant's <br />representatives. <br />Councilmember Pust spoke in support of the motion, as <br />amended, to address the testimony of Mr. Callahan regarding <br />runoff containment materials and processes, and trusting in the <br />competency of Braun Intertec; and the need to encourage the <br />developer to recycle materials and reduce unnecessary weight <br />and traffic on city roads. Councilmember Pust reserved her right <br />for final comments prior to calling the motion. <br />Councilmember Kough spoke in reluctant support of the motion; <br />noting his cancexn. for environmental impacts; but opining his <br />desire to move the project forward. <br />Mayor Klausing spoke in favor of the motion, opining that it <br />appeared the same divisions for this request were evident <br />throughout the entire Twin Lakes Redevelopment Project <br />components and requests. Mayor Klausing opined that the <br />request was an appropriate use of an Interim Use Permit, <br />provided minimal negative environmental impacts, reduced truck <br />traffic and fossil fuel consumption, and noting the Planning <br />
