City Council Regular Meeting — OS/22/06 <br />DRAFT Minutes - Page 25 <br />Commission hearing and comments, concerns had been <br />addressed through the motion amendments and tonight's <br />testimony. <br />Councilmember Maschka spoke in support of the motion, as <br />amended, and opined that between the Planning Commission <br />Public Hearing and tonight's discussion and testimony, all of his <br />questions had been answered. Councilmember Maschka noted <br />that there is always a level of doubt with a request, but given the <br />testimony and expert advice provided, and documented testing <br />and removal of hazardous materials, he would support the <br />motion. <br />Councilmember Ihlan spoke against the motion; opining that this <br />was a stand-alone issue, and didn't have anything to do with <br />recycling materials, but that the site was not a good site for <br />concrete crushing, due to its proximity to a residential <br />neighborhood, Langton Park and Langton Lal��. Councilmember <br />Ihlan reiterated her concerns regarding the potential public health <br />risks from concrete dust and other toxic materials; and opined <br />that it wasn't the City Council's job to accommodate the <br />convenience and profit of the developer over the health and <br />safety of the community. Councilmember Ihlan �'urthex opined <br />that the 17,000 estimated total trips to haul the material off-site <br />would be the same amount of traffic generated daily with big box <br />development for the project. Councilmember Ihlan opined that <br />the City Council needed to put the public interest first in this <br />request as community leaders. <br />Councilmember Pust, for the record, expressed her appreciation <br />to the public testimony providing constructive, legitimate <br />concerns; but expressed her personal distaste of scare tactics <br />constantly surrounding this project; and on behalf of the public, <br />requested that they stop. Councilmember Pust specifically <br />addressed the comments of Ms. McGehee and the concept of <br />mesothelioma and its horrific consequences and health <br />deterioration as a reason to relocate the crushing site from <br />Roseville to Little Canada. Councilmember Pust advised that <br />she was personally aware of the consequences of the disease, <br />since her father had died of the disease; and noted that she was a <br />strong advocate of protecting people from the horrors of <br />
