City Council Regular Meeting— OS/22/06 <br />DRAFT Minutes - Page 27 <br />Discussion included time limits for storage pods, as conditioned <br />by the process and permit; neighbor support of the project and <br />Interim Use Permit, with no known opposition; and Mr. <br />Alexander's contact with his neighbors prior to the project going <br />forward. <br />Councilmember Pust commended Mr. Alexander for his <br />forethought and communication with his neighbors. <br />The applicant, Mr. Alexander, noted that he wanted to work with <br />staff, the City Council and the neighbors, to get the project <br />underway and completed. <br />Maschka moved, Pust seconded, adoption of Resolution No. <br />10406 entitled, "A Resolution Approving an Interim Use Permit <br />for Jim Alexander, 920 Parker Avenue (PF 3728);" establishing <br />temporary living quarters (recreational camper). <br />Roll C all <br />Ayes: Pust; Maschka; �h�an; Kough and Klausing. <br />Nays: None. <br />9. Consider Ethics Ordinance and Code <br />Mayor Klausing polled Councilmembers as to their preference to <br />discuss this issue tonight, or hold discussion; and apologized that <br />a strike-out version of the proposed Code had not been provided, <br />but a final proposed draft of either option. <br />Discussion included the two optional versions ("No Consultants" <br />or "Consultants") provided; revisions by the City Attorney <br />following prior Council discussion and comment and a review of <br />the revisions (5 rather than 3 members for the Commission; <br />investigation language on page 1 to perform other duties; <br />aspirational statements as suggested by the City of Minneapolis's <br />Code; who would initially hear complaints and determine <br />whether an investigation was warranted; outside counsel in the <br />event of a conflict of interest; and use of position language). <br />Mayor Klausing recommended adoption of the "No Consultant" <br />version, opining that consultants occupy different positions than <br />Consider Ethics <br />Ordinance and <br />Code <br />
