3�epa��nent <br />7�� <br />REQUEST FOR COUNCIL ACTION <br />Retail Office ServiceDistrict (PF37G�). <br />t.� BACKGROUND: <br />DATE: 06/12/06 <br />ITEM NO. 9. <br />7� ��:�TI!7i1 <br />l_] On May 22,2006, the Roseville City Planner presented informationregarding omissions to <br />Section 1005.015 (chart) that occurred when the text portion of the City Code pertaining to <br />Business Districts (1005) was amended on two separate occasions. The first amendment <br />occurred in March 2003, which clarified restaurant types and the zones in which they would <br />be pernlitted or conditional. The second amendment occurred in February 2004, which made <br />a number of text updates and converted permitted and conditional use text into a chart. <br />I.� At the May 22 meeting, the City Council directed the City Planner to compile the history on <br />amendments regarding restaurants and the Business Districts Section, and continued action <br />on the item. <br />�_� HISTORY: <br />?. l In an attempt to provide clarity on the events that have led to the current request, a historical <br />review of code amendments regarding restaurants and the B-4 Retail Office Service District, <br />is provided below <br />Pre 2003 Code: <br />�.,� Section 1005.06 read as follows: <br />a. B-4, Retail Office Service District - Purpose: "The purpose of the Retail Office <br />Service District is to provide for a�irnited rnixture of land uses, made mutually <br />compatiblethrough controls and high quality standards; to facilitate more intensive <br />and higher valued developmentand redevelopment of area convenient to the <br />metropolitanmarket area. This District shall allow opporiunities to integratel�igh- <br />quality office structures, hotels, restaurants, retail uses and selected office service and <br />quality manufacturing uses, providing opporturiity to benefit from excellentvisibility <br />from major arterial routes in conjunction with major local thoroughfares". <br />b. Restaurant use pernlitted as follows: Restaurant over 5,000 sq. ft. in area. <br />�, a It is known that the original zoning o r d i i c e of 1959 did not include a B-4 District. <br />However, the City Planner was unable to determine when the B-4 District was created andlor <br />dates pertaining to other Section amendments regarding restaurants. <br />
