2003 Code Modification:
2.4 In 2002 the Planning Division experienced of number of issues/concerns regarding
restaurants located along Perimeter Drive. Specifically, these restaurants (10) were zoned
Limited Retail District (B-1 B) a zone that did not x restaurants. The City Planner
completed a further review of other restaurants and their zoning, concluding that a zoning
text amendmentwas necessary.
2.5 In February 2003, the City Council approved zoning text amendments (specific to Section
1002 Definitions and 1005 Business Districts) clarifyin types of restaurants and the zones
within which they were to be permitted and conditional. This amendment specifically
established a class system of restaurants and assigned them within the various Business
District zoning classifications. The goal was to allow restaurants similar to (at that time) the
current code. The process was slightly complex because it required the City Planner to
redefine restaurants based on the class system versus the code allowance. For example, the
B-4, Retail Office Service District allowed restaurants over 5,000 sq. . as a permitted use.
2.6 Ordinance 1279 was approved by the City Council, which ordinance created 6 differenttypes
of restaurant classes and a matrix that identified existing and proposed language regardmg
restaurants (see attached).
2004 Code Modification:
2.7 In 2004 the Community Development Department began the amendmentprocess for Section
1005, Business Districts of the Roseville City Code. Specifically, the goal was to update and
clarify certain aspects of the Business Districts section and to talce all uses (permitted and
conditional) and insert them into a chart for ease of locating and waterstatading. The
amerdneni process also included revisions to districtpurpose statements and a review and
modification (elzninaion/additio) of uses.
2.8 The 2004 purpose statement for the B-4 District was modified to read as follows:
a. "The B-4, Retail office Service District is designed to provide a 1 i i t e d mix of land
uses, made compatiblethrough controls of high quality standards, to facilitate more
intensive, larger, and higher value development and redevelopmentareas for the
regional marlcet. This district allows opportunities to integrate high quality offices,
hotels, restaurants, retail uses and selected office and manufacturing uses visible fro.
state or county roads. The B-4 Retail Office Service District in intended for certain
areas designated as B, Business within the ComprehensivePlan".
b. Ord'mance 1305 created the current requirements within the Business Districts
section of the City Code (attached) which inadvertently omitted a number of
restaurants rorn the B-4 District.
