REQUEST FOR COUNCIL ACTION <br />D$partm$-�it Appr�+ral; �lana�cr Ap�r�v$� <br />���� �-� ' _ l� ��� <br />Date: J u I 10,2006 <br />itern No.: �.ri1 <br />,�genda Se-�tian: <br />C�n s�rFl <br />Iterrt Description: Approval to Acceptthe 800 MHz Ramsey County Dispatch Agreement & <br />Subscriber Agreement <br />BACKGROUND <br />Ramsey County is constructing a subsystem to the Regional Interoperable Radio System that will provide: <br />1j <br />2) <br />3} <br />Radio coverage improvements for public safety activities <br />The ability to link several agencies that before were unable to communicate with each other (within the <br />county and through the region and eventually the state) <br />Increase radio system capacity. <br />For municipalities that wish to have dispatch services provided by Ramsey County, the attached agreements <br />must be approved and submitted to the County by mid-July. <br />The first agreement is the Ramsey county Dispatch Agreement that governs Roseville's Public Safety <br />Department's (Police and Fire) participation in the consolidated Ramsey County Dispatch Center. <br />The second agreement is the Ramsey County Countywide Public Safety Radio Communication Subsystem <br />Subscriber Agreement that details: <br />�� The use of the Ramsey County Subsystem to the Region-wide Public Safety Radio Communications <br />System <br />2� The purchase, maintenance and repair of subscriber radios <br />3� The administrative and operational support of the subscriber radio fleet. <br />PROPOSED ACTION <br />The Roseville Police and Fire Departments are requesting that the Council review and approve the attached <br />agreements which will allow transition to the Ramsey County Public Safety Communication System1800 MHz <br />system during the Fall 2006—a transition that is critical to moving the 800 MHz project to completion. <br />FINANCIAL IMPLICATIONS <br />The total project cost is $34 million with the majority of the funding from County bonds ($15 million) and <br />state and federal grants ($17 million). The majority of the funds are to develop the radio system's <br />backbone. The funding also provides subsidies to municipalities for the purchase of subscriber uni#s-- <br />portable and mobile radios. The municipalities will provide funding for radios that will be used by their <br />public agencies. <br />The Roseville Public Safety Department's costs –both Police and Fire -- would be as follows: <br />
