City Council Regular Meeting — 47"/IOIOG <br />Draft Minutes - Page 34 <br />Mr. Miller confirmed that staff had verified that the proposed site <br />was a permitted use under the zoning code for an off-sale liquor <br />store; and applications materials and building drawings had been <br />submitted and that all necessary filings and documentation had <br />been met. Staff recommended issuance of the license as <br />requested, in consultation with City Attorney Jay Squires, as <br />evidenced in his written comments dated June 8, 2006 regarding <br />the off-sale liquor license application and his findings. <br />Substantial discussion ensued regarding how and when the final <br />license became available, as another applicant had previously <br />sought the license (i.e., Rainbow Foods); time allowed for <br />renovation based on the building permit application and <br />stipulations; the perceived speculative nature of the application; <br />transferability of the license under state statute and city code; and <br />the specificity of the license to the property address on the <br />application. <br />Mark Rancony, Roseville Properties Management Company <br />Mr. �tancony addressed the applicant's intent and compliance <br />with code; and reviewed the applicant's intent for an in�e�net- <br />based or specialty wine retail business, depending on the firm's <br />final analysis and market studies, still in process. <br />Mr. �ancony advised that the firm did not have a purchase <br />agreement in place with a major retailer that may express interest <br />in a liquor license; discussed lease situations with existing <br />tenants of the facility; and square footage requirements. Mr. <br />�anco�y noted that the company's intent was to find a specialty <br />liquor niche, so as not to compete with existing license holders; <br />and that they were hoping to be operational within six months. <br />Public Comment <br />Roger Hess, Jr. 1914 Wagner Place <br />On an unrelated note, Mr. Hess thanked the City for honoring his <br />father and mother during the recent RoseFest. <br />Mr. Hess presented a bench handout with numerous questions <br />regarding the applicant and their intentions; as well as <br />questioning the spelling of the name on the application, and <br />whether appropriate background investigations had been <br />
