EXTRACT OF MINUTES 08/02/06 PLANNING COMMISSION <br />PLANMNG FILE 3676 <br />Moser Homes & Zawadski Homes in cooperation with the mounds View School District <br />request for a COMPREHENSI VE LAND USE MAP AMENDMENT, <br />PRELIMINARY PLAT, REZOMNG AND GENERAL CONCEPT-PLANNED <br />UMT DEVELOPMENT for the former district offices at 2959 I-�amlir�e Avenue. <br />Chair Traynor opened the Public Hearing, <br />City Planner Thomas Paschke reviewed the proposal by Moser Homes and Zawadski <br />Homes, in cooperation with the Mounds View School District, seeking approval of a <br />Comprehensive Land Use Map Amendment from Low Density Residential LD to <br />Medium Density Residential MD to allow 4.4 units per acre; a Preliminary Plat to <br />subdivide the 3.18 acre Mounds View School District property into eight (8) single- <br />family residential lots and six (6) town home lots; a Rezoning establishing an underlying <br />zoning of R-1, single-familyResidential District and R-6 Townhouse district and General <br />Concept — Planned Unit Development. <br />The staff �eport noted that, du�ing the week o��'udy 10 — 14, the required public notices <br />(published and mailed) fo� all August 2, 2006 land use actions we�e completed by the <br />Planning Division. Sta�'f noted that a full �eview and analysis of the p�oposed p�ojects <br />had not been completed by the DevelopmentReview Committee o� the City Planne�; and <br />as a�esult, and specifically �elated to this �equest, the need to amend the Comp�ehensive <br />Land Use Map Designation on the pa�cel was inadve�tently ove�looked. <br />The staff �epo�t fu�the� noted that State Statute 462.357, Subd. 3 speaks to the public <br />hea�ing p�ocess and within that section the following statement is made; "The failu�e to <br />give mailed notice to individual p�ope�ty owne�s, o� defects in the notice shall not <br />invalidate the p�oceedings, p�ovided a bona fide attempt to comply with this subdivision <br />has been made. " Staff concluded that, upon �eview of the matte� by the City Atto�ney, he <br />conj�med that this �equest could continue fo�wa�d, including the Comp�ehensive Land <br />Use Map Designation Amendment. <br />Mr. Paschke reviewed the June 7, 2006 proposal to the Planning Commission pertaining <br />to their desire to redevelop the District Office Site at 2959 �am�2ne Avenue; and the <br />School District's meetings, prior to that time, with residents/property owners regarding <br />housing options; and discussions with the Roseville Housing and Redevelopment <br />Authority (HRA) for their potential involvement in creating small lot family housing <br />similar to the Applewood Point project. Mr. Paschke advised that, based on those <br />comments, the applicant was submitting this revised proposal. <br />Mr. Paschke presented the proposal to create eight (8) small lot single-family housing lots <br />(Lots 7 through 14) at a width of seventy-five feet (75') and depth of one hundred sixty- <br />three feet (163') for a square footage of 12,225 each. The proposal would also create six <br />(6) town home lots (Lots 1 through 6) adjacent to Hamlzne Avenue and ranging in size <br />
