Appeal Letter to the City of Roseville <br />September 15,2006 <br />Page 6 <br />variance would result in the 1�orne structure being a mere two and one half feet (2%') <br />closer to Dale Street than the structure at 1822 Dale Court. <br />The Variance Board was concerned about the impact of allowing a full fifteen <br />(15') foot variance along the entire frontage with Dale Court. This was the City Staffs <br />recommendation to the Variance Board not 1��e Applicants' request. City Staff apparently <br />felt that ilzis was the most flexible and practical option. The Applicants have enjoyed a <br />positive and mutually respectful working relationship with City Staff in this process. <br />Because of that worlcin� relationship and because of the fact that the Staffs <br />reco�nmendaiioii would have allowed for more design flexibility, tl�e Applicants were not <br />opposed to the Staff recommendation. <br />However, the Applicants' original request is actually less intrusive and would <br />s�ein to have caused less concern based on the matters raised at the Variance Board <br />hearing. <br />The Variance Board also had other minor concerns with the variance request, <br />which are simply not actual problems. Certain neighbors have also raised concerns that <br />the proposed home design could impede views to the South on Dale Street as traffic turns <br />onto Dale Street from Dale Court. However, City Staff has previously addressed this <br />issue at the tiine of the Minor Subdivision and nothing in the current request would create <br />an impediment to these traffic views. A simple review of the sight lines on the schematic <br />submitted with the current application demonstrates that this is just not an issue. There <br />are no issues with traffic si�lzt lines or similar matters on the property with the house as <br />proposed. The variances requested do not create these issues because t� home structure <br />would be "squeezed" to the South side of the lot. Thus, there would not be any traffic <br />visibility issues created by this pla�� or the variance permitted. The Applicants do not <br />wish to create a safety issue for the neighborhood. In fact, while they no longer live in <br />the immediate neighborhood, the Weleczkis have a particular affinity and fondness for <br />the neighborhood after having raised their nine children there over 30 years. <br />Tl�e position of the proposed house on the sight is such i1ia� it simply does not <br />impede t1�e view for vehicles turning on to Dale Street. <br />If this is a legitimate continued concern, the Applicants would welcome an <br />opportunityto address it through design guidelines or other reasonable restrictions. Some <br />of these have already occurred (e.g., there is a permit restriction on ��r:k fence to be <br />installed on the property and landscape designs need to be approved by the City per the <br />Minor Subdivision approval Resolution). <br />
