It is intended <br />that siorn� water will be detained on site, in the unpaved portion of the private roadway <br />easement. <br />6.8 Mr. Mueller will grade Lot 4 as necessary to accommodate his house and accessory <br />building. Once the existing structures are relocated onto Lot 4, tree removal, grading, and <br />landscaping may begin on the remainder of the site. The intent will be to preserve as <br />many mature, high-qualitytrees as possible during the grading process and to plant <br />additional trees once the proper grade has been established. <br />6.9 Tree preservation/raplacement, grading, drainage, and landscape plans will be required as <br />part of the Final Plat approval process and must gain the approval of the appropriate City <br />staff and, if necessary, the Rice Creek Watershed District. <br />6.10 The proposed preliminary plat does not show (nor must it show) whether driveways for <br />Lots 1 and 4�ovill access Acorn Road or the proposed private road, although it is likely <br />that all 4 lots will access the private road. Because the proposed road will remain private, <br />a homeowners' association or other similar administrative organization will be necessary <br />to ensure the long-term maintenance of the road for whichever properties it will serve. <br />6.11 All of the lots exceed the size and area requirements of comer and interior residential lots <br />in the R-1 zoning district. <br />7.0 STAFF RECOMMENDATIONS <br />7.1 Planning staff recommends approval of the PRELIMINARY PLAT, without condition, <br />creating 4 single-familyresidential lots and a private road, approval of the requested <br />REZONING from R-1, Single Family Residence District to Planned Unit Development <br />with an underlying zoning of R-1, and approval of the GENERAL CONCEPT <br />PLANNED UNIT DEVELOPMENT, based on the staff review, comments and findings <br />of Sections 4, S, and 6 of the project report dated September 25,2006, subject to the <br />following conditions: <br />a The applicant must receive approval from the Roseville Public Wvz-�s/ <br />Engineering Department for the location and sizing of sanitary sewer and wate� <br />mains; these infrastructure improvements must be executed through a Public <br />Improvement Contract. <br />b The proposed project must receive approval from the Rice Creek Watershed and <br />the Roseville Public Wor1�s/Engineering Department regarding the grading, <br />drainage, and storm water managementplans. <br />� This subdivisionwill be responsible for park dedication, which process must be <br />reviewed by the Park & Recreation Commission; their recommendation will be <br />forwarded to the City Council. <br />d A homeowners' association or other common area maintenance agreement will be <br />required among the final PUR documentation, and must address issues of snow <br />��a 7�_R�'!� (`��nc r:��C�U�7Cv�}�����1��� L.�t}{� Page 5 of 7 <br />
