City Council Regular Meeting —10123106
DRAFT Minutes - Page 2
A. A1 Sands, 2612 Aldine
Mr. Sands presented written comment, related to his
interpretation of a drafting error in the City's Ordinance
dealing with land use in the B-6 Zone (Map). Mr. Sands
referenced the Twin Lakes AUAR Map, future land use
scenario, approved June 26, 2001, related to Twin Lakes
development and uses.
Mayor Klausing clarified that Mr. Sands' concerns were
related to perceived inconsistencies between the map and
zoning ordinance; and advised Mr. Sands that the City
Council could consider directing staff and the City Attorney
to review the matter and return to the City Council at a later
date with a report and their interpretation as to whether an
inconsistency was apparent.
B. Robert Venters,1964 "airview
Mr. Venters spoke as an advocate to request that the City
Council undertake a fiscal note or analysis for review of the
new Twin Lakes revised plan.
Mr. Venters opined that it was important for the City staff to
perform an in-house analysis of economic burdens and
benefits for the duration and immediately following
issuance of a tax increment financing (TIF) bond, to
determine the best use of taxpayer dollars.
Mr. Venters assured Councilmembers and the public that he
was not suggesting that he was not supportive of the revised
plan, further opining that it may be a good idea for the City
with the new office and housing components; however, he
advocated for the openness of the process for public
information purposes; and to alleviate ongoing
contentiousness among Councilmembers at the bench.
C. John Kysylyczyn, 3083 N Victoria
Mr. Kysylyczyn, via bench handout, provided his analysis
of attendance at Fire Relief Association meetings from 2002
— 2005; Number of Council meetings held in 2003 and
2004; Council actions (work accomplished) from 2003 —
