REQUEST FOR COUNCIL ACTION
Date: 12/04/2006
tem No: 4.
Department Approval: la,ti ;,r
"
 '
Item Description: Establishing the 2007 Fee Schedule
Agenda Section:
Staff Reports
Background
On November 28,2005 the City Council adopted the 2006 Fee Schedule which set forth the fees
and charges for service for the City's regulatory functions. The presence of a fee schedule
allows regulatory-type fees to be easily identified in one document, as opposed to being scattered
throughout City Code. In addition, a fee schedule adopted by resolution on an annual basis
provides the Council the opportunity to review fees for services in a comprehensivemanner.
Over the past several months, Staff has reviewed the direct and indirect costs of the City's
regulatory and administrative functions to determine whether fee adjustments are necessary. In
general, it was determined that the fees were appropriately set with a few exceptions. Based on
this analysis, Staffrecommends adjustmentsto the following fees:
2007 RecommendedFee Adjustments
Copying charges
Erosion Control
Par Dedication — residential
& Development fees
$0.10/page j $0.25_:_page
See below See below
1,000.00 / unit 2,000.00 / uat
See below See below
An overview for each proposed fee adjustment is presented below.
Copy Charges
City Staff receive requests on a regular basis to mal{e copies of various reports, project files,
memos, etc. from the general public. In most instances, we are required to honor the request as
specified in the Freedom of forxn.atar Act and State Statutes. Currently, the City only charges
$0.10 per copy for these requests. Staff recommends that the City increase the charge to $0.25
per copy — the maximum amount allowed by State Statute. Even with this increase, it will be
insufficient to cover the copying and staff costs associated with most information requests.
